Description

The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico intends to negotiate a contract under the authority of The Federal Acquisition Regulations (FAR) Part 12 "Acquisition of Commercial Items" and Part 15 "Contracting by Negotiation". This acquisition is to provide continuous, uninterrupted (twenty four (24) hours a day, seven (7) days a week) monthly basic Cable TV services for approximately 800 TVs installed throughout the VACHS system and Internet Services connection that meets or exceeds 50 Megabits per second (Mbps) throughout the VACHS as well. Interested parties shall provide the following information/documentation for Government Evaluation: 1. Company profile to include: Company name and address, Business Size (large or small) identifying any socioeconomic category they fall into such as: Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned, Hubzone, or 8 (a), proposed key personnel and any pertinent information which demonstrates firm's ability to meet the above requirement. a. Interested parties are reminded that to qualify as a Small Business under any of the above socioeconomic categories, in the event a set aside is done for any of these small business categories; at least 50% of the cost of personnel for contract performance shall be spent on employees of the small business concern in the appropriate socioeconomic category. 2. Business plans or strategies that can accurately provide Cable TV and Internet Services, as mentioned above (in Puerto Rico) in a fashion that can comply with all regulations to include sub-contracting limitations. Be reminded that potential sources are sought. Solely expressing interest will not be considered enough evidence of business capabilities. Moreover, if companies fail to address information herein, they will not be considered a responsible source. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available at this time. A determination by the Contracting Officer on the type of set aside to be used will be based on responses to this notice and is solely within the discretion of the Government. Applicable North American Industry Classification System (NAICS) for this acquisition is 517110 "Wired Telecommunications Carriers" and its size standard is 1,500 employees. Expressions of interest shall include documentation of company capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Since this is a sources sought announcement, no evaluation letters will be issued to participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. Due date for submission of company capabilities, is Friday, April 5th, 2013 by 12:00 PM, (Atlantic Standard Time).
