Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation #W911S6-12-T-0042 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. All firms responding must be registered with the System for Award Management (SAM) at www.sam.gov (formerly Central Contractor Registration - CCR). North American Industrial Classification Standard 334519 (500 employees) size standard applies to this procurement. Description: The Mission & Installation Contracting Command - Dugway Proving Ground office is contemplating the purchase and installation of a Vibration Environmental Chamber Controller. The period of performance is anticipated to be April 15, 2013 - May 15, 2013. Notice of Intent to Sole Source: This is a notice of intent to negotiate on a sole source basis with Mallory Engineering, Inc. 787 S/ 950 W Wood Cross, UT 84087. Pursuant to 10 U.S.C. 2304 ( C ) (1) and Federal Acquisition Regulation 6.302-1, supplies, services and / or equipment are available from one responsible source and no other type of supplies, services and / or equipment will satisfy agency requirements. Over the past few years, Dugway Proving Ground has upgraded most of its chamber controllers with the Field-point 2220 controller and compact Field-point I/O modules. All are operated with NI Lab View utilizing proprietary execution codes developed and proven by Mallory Engineering, Inc. Vendors may identify their interest and capability to respond to the requirement by emailing the points of contact identified below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sandra Johnson, Contract Specialist: sandra.j.johnson90.civ@mail.mil Paul Frailey, Contracting Officer: paul.e.frailey.civ@mail.mil Description of Service/Supplies: The contractor shall provide a new control system for the vibration environmental chamber. The new controller to be installed shall be the same type as installed in the other environmental chambers at DPG. The controller is a National Instruments Filed-point 2220 controller and compact Field-point I/O modules. The new controller shall have a remote access capable and will be compatible with the Central Data Acquisition Control Center (CDACC) software on the central chamber system. The new controller shall provide three Human Machine Interface points to allow operators full capability from the vibration control room, vibration chamber equipment module, and the vibration control trailer. The contractor shall provide all tools, materials, equipment, and labor required to perform the required tasks listed: 1.The contractor shall operate the vibration chamber and verify that all equipment and subsystems are operational and report the results to the COR prior to conducting any other operations of this tasking. 2.Upon completion and verification of system operational status the contractor will remove the existing chamber controller, failsafe controller, datalogger, and recorder from the vibration chamber. 3.The contractor will provide the Field-point 2220 controller and compact Field-point I/O modules as required to controlled all systems, and subsystems of the vibration chamber, and install the stated controller in the vibration chamber. 4.The contractor will provide and install a new Temperature Failsafe controller. 5.The contractor will interface the new Field-point 2220 and I/O modules with existing vibration chamber wiring. 6.The contractor will replace the panel face, provide and install a 17-inch LCD HMI in to the existing 19-inch rack located in the vibration control room of building 3131, and interface the 17-inch LCD with the new vibration chamber controller. 7.The contractor will replace the panel face, provide and install a 15-inch LCD HMI in to the existing equipment module control console of the vibration chamber, and interface the 15-inch LCD with the new vibration chamber controller. 8.The contractor will replace the panel face, provide and install a 15-inch LCD HMI in to the existing 19-inch rack located in the vibration control trailer, and interface the 15-inch LCD with the new vibration chamber controller. The vibration control trailer is between 250 to 300 feet from the vibration chamber control module. 9.Provide and install Suction, Discharge and Oil pressure transducers on all three refrigeration systems and interface with the Field-point 2220 and I/O modules as required. 10.Provide and install Suction and Discharge temperature probes on all three refrigeration systems and interface with the Field-point 2220 and I/O modules as required. 11.Provide and install current transducers on the circulation fan, air heater, boiler, dehumidifier, air cooled condenser, and all three refrigeration compressors, and interface with the Field-point 2220 and I/O modules as required. 12.Interface the Field-point 2220 and I/O modules with the vibration chamber deluge system. 13.Operate the new controller and verify that systems and installed items function as required. This is to be verified by the end user and COR. 14.Provide up to 8 hours of operator / maintenance training. 15.Provide 2 printed copies of the revised schematics, and I digital copy. 16.Provide a back up copy of the as deployed control application. 17.Provide a standard warranty on all new components. 18.Personnel reporting in accordance with Department of Army Manpower reporting requirements. Security Requirements: The contractor will integrate current AT/OPSEC and operational contract support and related HQDA, and local command policy and procedures (AR 525-13, ATTP 4-10, ALARACT messages 110/2011 and guidance contained in (Integrating Antiterrorism and Operations Security into the Contract Support Process) specifically these areas will be adhered to prior to award of the contract. 1.AT Level I Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I awareness training within 7 calendar days after contract start date. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR with 7 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website: https://atlevel1.dtic.mil/at. 2.Access, General Protection, and Security Policy and Procedures: Contractor and all associated subcontractor employees shall comply with applicable installation, facility, and area commander installation and/or facility access and local security policies and procedures. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any facility or installation change, the Government may require changes in contractor security matters or processes. 3.iWATCH Training: The contractor and all associated subcontractors shall brief all employees on the local iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 7 calendar days of contract award and within 7 calendar days of new employees commencing performance with the results reported to the COR NLT 7 calendar days after contract award. 4.OPSEC Standing Operating Procedures or Plan: The contractor shall develop an OPSEC Standing Operating Procedure (SOP) or Plan within 90 calendar days of contract award, to be reviewed and approved by the responsible Government OPSEC officer per AR 530-1, Operations Security. This SOP/Plan will include the Government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. In addition, the contractor shall identify an individual who will be an OPSEC Coordinator. The contractor will ensure this individual becomes OPSEC Level II certified per AR 530-1. 5.OPSEC Training: Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 30 calendar days of reporting for duty. All contractor employees must complete annual OPSEC awareness training. 6.Handling or Access to Classified Information: Contractor shall comply with FAR 52.204-2, Security Requirements. Contracts requiring access to Army-controlled installations or facilities. 1.The company will have a law enforcement background check completed for all employees who will be entering Army-controlled installations or facilities. Documentation of these checks will be made available to the COR upon request. 2.The company will provide to the COR, seven days in advance of the event, names and Social Security numbers (or equivalent identification numbers for non-U.S. citizens) of all employees who will be entering Army-controlled installations or facilities. 3.The company will ensure that its employees entering Army-controlled installations or facilities have obtained access badges and passes in accordance with facility regulations and that these badges and passes are obtained in advance so as not to delay the accomplishment of contracted services. 4.The company will return all issued U.S. Government Common Access Cards, installation badges, and/or access passes to the COR when the contract is completed or when a contractor employee no longer requires access to the installation or facility. 5.The contractor has complied with all personnel identity verification procedures. Employees must be accompanied by an authorized Government employee at all times while in Buildings 3133 and 3131. FPCON impact on work levels. 6.During FPCONs Charlie and Delta, services are discontinued. And services will resume when the FPCON level is reduced to level Bravo or lower. FOREIGN VISITORS/EMPLOYEES Contractors with valid U.S. government contracts will be allowed to hire non U.S. citizens to work at or visit U.S. Army Dugway Proving Ground (DPG) during performance of the contract. Contractor's shall adhere to the following process. A list of foreign national employees shall be provided to the DPG Counterintelligence, Law Enforcement, and Security Offices at least five (5) working days prior to arrival on post. A copy of the list shall also be submitted to the Contracting Officer or an appointed Contracting Officer's Representative (COR). The list will contain name, nationality, green card and social security number, date of birth, drivers license number and state where issued. The Contractor shall also list the date(s) foreign nationals will be on post. If a sensitive test or visit is scheduled during the dates provided, the Counterintelligence Office will inform the Contractor whether the work/visit may take place. Employees will not be allowed on Post until verification process is complete. Once verification has been received, the Counterintelligence Office is responsible to provide the Protocol Office the following information for badge preparation: Name, Company and Point-of-Contact. The Contracting Officer or COR will be responsible to pick-up the badges and holders, issue them to the visitor and return them at the end of the visit. LOCATION OF US ARMY DUGWAY PROVING GROUND U.S. Army Dugway Proving Ground is located in a remote area. The main gate is approximately 90 miles southwest of Salt Lake City, Utah. Contractors may be required to travel up to 150 miles one way from Salt Lake City to reach some work sites. NORMAL WORK HOURS U.S. Army Dugway Proving Ground operates on a four (4) day work week, Monday through Thursday, from 7:00 A.M. to 5:30 P.M. (local time) except for Federal Holidays. Deliveries will be accepted on regular scheduled work days between 7:00 A.M. and 4:30 P.M. (local time). The following Federal Holidays are observed: (a)January 1st(f)1st Monday in September (b)3rd Monday in January(g)2nd Monday in October (c)3rd Monday in February(h)November 11th (d)Last Monday in May(i)4th Thursday in November (e)July 4th (j)December 25th When any of the above holidays fall on a Sunday, the following Monday will be observed as the holiday; when a holiday falls on a Friday or Saturday the preceding Thursday is observed as the holiday. CONTRACTOR ACCESS TO DPG Access to U.S. Army Dugway Proving Ground (DPG) requires that Contractor employees voluntarily submit personal data (e.g., name, social security number, etc.) when applying for a DPG Identification Card or temporary access pass. This information is routinely used by DPG Law Enforcement and Security personnel to conduct drivers license and criminal history / background checks. Adverse information revealed by such checks (e.g., outstanding criminal warrants, criminal history indicating a potential risk to DPG Installation security, or similar negative information indicating a potential security and/or Law Enforcement risk to DPG), may result in a denial of access and/or reentry to U.S. Army Dugway Proving Ground. Delays caused by any adverse employee information do not constitute a basis for claim by the Contractor. It is the Contractor's responsibility to assure all personnel scheduled to work on the installation have acceptable backgrounds. This announcement constitutes the only solicitation requested and a written solicitation will not be issued.
