- DESIGN-BUILD CONSTRUCTION PROJECT RM09-1877 REPAIRS TO PIER 4 AT PHILADELPHIA NAVAL BUSINESS CENTER, PHILADELPHIA PA. THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. A RFP will be issued to obtain contractor qualifications for which the resulting contract(s), by means of negotiated firm fixed-price procurement, will be awarded. The solicitation will be advertised as Unrestricted Full and Open. Formal source selection procedures will be followed to award to the best value offeror(s) as prescribed by Federal Acquisition Regulations (FAR) Part 15 and 36 as applicable. This solicitation will be issued as N40085-13-R-3512. The awarded contract will be a Design-Build Construction RM 09-1877, Repairs to Pier 4, Philadelphia Naval Business Center (PNBC) Philadelphia, PA which is a Detachment Annex of NAVSUPPACT Mechanicsburg PA. This acquisition will result in the award of a Firm-Fixed Price (FFP), contract for construction. The contract will be procured using competitive proposals as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. Project Description: RM 09-1877 project will repair a 90 year old Pier 4 and Wharves 4A and 4B which have reached its end of life. Replacing a significant portion of the deck, piles and structural elements will enable the pier to accommodate both carriers that Naval Inactive Ships Maintenance Office (NISMO) will have berthed at Philadelphia Naval Business Center (PNBC) Annex in Philadelphia, Pennsylvania. The project shall remove sections of the existing Pier 4 along the centerline wide enough for a proposed crane path and continue the approximately 1000 feet length of the Pier centerline area of supporting piers, timber decking and pier caps. Also there is a requirement to replace decking and piles to support the use of the aircraft elevators and provide mooring points for the two aircraft carriers currently berthed at the pier. Reinforced concrete fender piles will also be added at the mooring points to support the inplace berthing of the two CVs. Demolition shall consist of removing portions of the existing pier, pile caps, timber piles and timber fender system. The outboard end of the Pier is approximately 115 feet long and constructed of a reinforced concrete deck and steel H-piles. These steel H-pile have extensive corrosion from long term exposure to the marine environment. These steel H-piles shall be repaired to include individual partial length encasement with reinforced concrete. The encasements shall extend from below the concrete deck to approximately 2 feet below Mean Low Water (MLW). A pile supported Pier shall be built to replace a significant portion of the pier. The replacement section of the pier shall be pile supported with concrete pile caps and concrete decking. It shall be constructed according to standard civil engineering practices with various sized rebar framing. The final structure shall be built flush (match) with the existing deck structure. The perimeter joint shall be dowelled to connect between the new structure and the existing Pier No.#4. All design criteria efforts shall follow ACI, AISC and AF&PA Code to complete a safe and efficient structure. Mooring hardware shall replace all damaged and missing items as to improve the docking efficiencies and capabilities. Bollard and cleats to be replaced shall have the maximum load carrying capabilities allowed by this repair modification. The remaining hardware needs to be recoated and repair the grout base. The project also includes the addition of a new anchored steel sheetpile bulkhead out board of Wharves 4A and 4B. The work at Wharf 4A also includes the partial demolition of the existing pile supported reinforced concreted utility trench. The magnitude of construction is from $10,000,000.00 to $25,000,000.00. The Request for Proposal will be available for viewing and downloading on or about April 02, 2013 at 2:00 P.M. Eastern Standard Time. The solicitation shall in NAVFAC Design-Build Request for Proposal format, information can be found on Whole Building Design Guide (www.WBDG.org) or http://www.wbdg.org/ndbm/ndbm.php. Accordance with the requirements designated by FAR 36 and FAR 15. All prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt download prior to obtaining the solicitation through alternate sources. Amendments will also be posted on the website. This is the normal method for distributing amendments; therefore, it is the offerors ™ responsibility to check the website periodically for any amendments to this solicitation. Base access for the Proposal: Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy installations by submitting identification credentials for verification and undergoing a criminal screening/ background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at its own cost through a designated independent contractor NCACS service provider. Credentials will be issued every five years and access privileges will be reviewed/renewed on an annual basis. The costs incurred to obtain Navy installation access of any kind are not reimbursable, and the price(s) paid for obtaining long-term NCACS credentials will not be approved as a direct cost of this contract.
