- Statement of Work This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. This is a Notice of Intent. The announcement number for this acquisition is NIH-OLAO-OD5-NOI2920579 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date March 15, 2013. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-62 dated December 20, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 611310, which has a size standard dollars of $7.0. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the Voice, Speech, and Language Branch (VSLB) of the National Institute on Deafness and Other Communication Disorders (NIDCD) intends to procure on a sole source basis from The George Washington University (GWU) Department of Anthropology a One Year Fee for Service for Transcription and reformating dyadic conversations, develop and implement a coding scheme to measure interactive behaviors & analyze behavioral data from set of conversations for journal submission. The NIDCD works to examine the neural mechanisms underlying human communication and the neurological disorders that disrupt it. An important component of our research is natural conversation and the biological, neuropsychological, and social elements supporting it. While we focus on neuroimaging techniques, behavioral measures are key to interpreting neuroimaging data. We in the Language Section have conducted a neuroimaging study in which 40 pairs of individuals (80 total) were scanned while they engaged in a total of 160 conversations (4 conversations per pair), which were recorded. Coding and collecting behavioral measures from these conversations and subsequently correlated the behaviors to patterns of brain activation are essential to clarifying the functional roles neural networks play in conversation. The objectives of this contract are to obtain the expertise of members of the George Washington University's (GWU) Department of Anthropology who has trained linguistic anthropologists under the advisement and direction of Joel Kuipers, PhD. With their assistance, we will transcribe and reformat a large collection of dyadic conversation to be in accordance with ethnomethodological standards. Further, experts at GWU will develop and implement a coding scheme to reliably and comprehensively measure the interactional behaviors present within this entire set of conversations. Lastly, they will quantitatively analyze the behavioral data collected from a large set of conversations and aid in the interpretation of such data in preparation of submission to a peer-reviewed journal. The contractor shall provide the following: 1)Organize and manage dataset consisting of the raw data, i.e., audio files from 120 eight-minute conversations and 80 participants, 2)Maintain the software used to transcribe and reformat audio and text files, 3)Transcribe and reformat data in accordance with accepted ethnomethodological standards, 4)Thoroughly and critically review the conversational data and identify the essential actions and operations in the data that both meet the criteria established by the Language Section and accurately indicate the establishing and/or maintenance of sociological and interactional elements of conversation, 5)Develop and record detailed operational definitions to codify the critical actions and operations mentioned above, 6)Code the entire set of conversations through implejentation of coding scheme she developed, 7)Establish and maintain a database organizing the data resulting from the measurement and analysis of conversations into a Microsoft Excel compatible spreadsheet, 8)Run quantitative analyses of the codes and measures collected. These analyses shall meet the criteria established by the Language Section, 9)Establish and maintain a reliable database organizing the results of data analysis, 10)Assist in drafting a manuscript to be submitted to a peer-reviewed journal, and 11)Stay in regular communication with points of contact within the Language Section and convey her progress. This is a fixed-price contract and the FOB term is Origin and Payment Net 30 days. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted.
