Description
NOTICE OF CHANGES ON 28 MARCH 2013: 1) Solicitation date change 2) Site visit date change Tinker Air Force Base (TAFB), AFSC/PZIMB intends to issue a Request for Quote (RFQ) for the procurement of one B1-B Horizontal Stabilizer Lift for the 557 AMXG at TAFB, Oklahoma City, OK. See attached SOW. The acquisition is 100% set aside for Small Business. North America Industry Classification System (NAICS) number for this effort is 333924. Small Business Size Standard is 750 employees. It is anticipated that a single solicitation and a firm-fixed price contract will be awarded to one contractor as a result of this notice. The solicitation will be issued on or about 12 Apr 2013 with a 60 day proposal period. An RFQ will be posted on www.fbo.gov. All responsible sources may submit a quote, which will be considered by the agency. The solicitation and all subsequent notices and amendments will be posted on www.fbo.gov. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice. A planned Site Visit will take place on 18 Apr 2013. A notice will be posted on www.fbo.gov with instructions about the Industry Day. Any questions in regards to this notice must be submitted via email to the Contracting Office according to the contact information provided below. Please reference Solicitation Number FA8126-13-Q-0162 in your requests. In order to do business with the government, it is mandatory per Federal Acquisition Regulation (FAR) 52.212-3, Offeror Representations and Certifications - Commercial Items, that all offerors must be registered with System for Award Management (SAM) at www.sam.gov. Contact the POC on the website for information and guidance regarding these registrations. 5352.201-9101 OMBUDSMAN (AUG 2005) (AFFARS) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Business & Mission Support Division Chief, Directorate of Contracting, OC-ALC/PKC, Tinker AFB OK 73145, Phone: 405-736-3273. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
