Description
This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This requirement is set aside as a 100% Small Business Set-aside. The North American Industry Classification System (NAICS) code is 334516. The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the United Stated Medical Research Institute of Chemical Defense (USAMRICD) for Conditioned Place Preference Apparatus' with the following Minimum Essential Characteristics: Basis of Need for Product: A behavioral task known as conditioned place preference was proposed in an FY13-funded DTRA project entitled, quote mark Medical Rodent Models to Assess Toxicity of Dermal COI and Countermeasures. quote mark The conditioned place preference task will be used to determine whether or not the compound of interest (COI) interferes with the rewarding effects of a drug of abuse. The apparatus consists of a three-compartment box with distinctive outer compartments (e.g., black vs. white walls or horizontal grid vs. cross grid flooring), a neutral center compartment and a pair of guillotine doors that can be used to confine the rodent in one of the compartments. Three-compartment box designed for a large rat or small guinea pig (350-500 g) oSuggested dimensions: 68 x 21 x 23 cm Box must contain two guillotine doors (manual) to close off each of the chambers Each compartment must be slightly different (patterned floors or walls) oExample using patterned floors: a metal insert can be placed into each of the outer compartments; one of the inserts might consist of a horizontal grid whereas the other might consist of a cross grid oExample using different colored walls: the outer compartments can be painted different colors; one of the compartments might be painted black whereas the other might be painted white Box must be designed so that we can easily use our tracking software (TopScan; Clever Systems, Inc.) to monitor where the animal is at all times Since we are ordering four boxes to be used simultaneously, there needs to be a mechanism to isolate each of the boxes (e.g., sound-attenuation chamber) that doesn't interfere with the tracking software. This solicitation does not apply to 1194.41 Information, Documentation and Support to 36 CFR part 1194 Subpart D. All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, March 28, 2013, and will only be available until April 11, 2013. Specifications of the requirement are provided in solicitation: W81XWH-13-T-0146. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors SHALL be registered with the Central Contractor Registry and have completed its representations and certification in the System for Award Management (SAM). Contractors may obtain information on registration and annual confirmation requirements via the SAM access through https://www.sam.gov/portal/public/SAM/ All questions should be addressed in writing to Colleen Bowers, Contract Specialist at colleen.m.bowers@us.army.mil. Only one set of questions shall be received from each offeror. Numerous emails from one offeror shall not be accepted. Telephone requests will not be honored and bidder lists will not be maintained.
