Description
DESCRIPTION This is a REQUEST FOR INFORMATION (RFI) notice. The purpose of this notice is to gather information regarding the incineration and destruction of controlled substances. This is not a request for proposals and does not obligate the Government to award a contract. The Drug Enforcement Administration (DEA) has a requirement for the destruction of seized controlled substances (primarily marijuana) in the Southwest Border Region of the United States in the state of Texas to include Laredo, Texas and El Paso, Texas. This notice is hereby released for the purpose of identifying interested commercial sources in the waste disposal industry that can provide commercial facilities capable of safely incinerating controlled substances and contraband (hereinafter "goods") to a state of their complete destruction or to the point of being rendered useless. Potential sources must have an Environmental Protection Agency (EPA) approved Incinerator Facility qualified to execute the requirements identified hereinafter. DEA is requesting industry feedback of capable vendor facilities which meet all statutory and regulatory requirements for federal, state, county and local laws and can present current applicable licenses, certificates and waivers to the Government along with documents that illustrate the vendor's compliance. REQUIREMENTS A. A Waste Disposal system that can provide incineration services capable of operating in outside ambient air temperatures that ranges from -20 to +120 degrees Fahrenheit with humidity conditions from 10 to 100%. B. A system with the capability of completely destroying goods to a point where there are no detectable levels, as measured by standard analytical methods, of goods in any byproduct of the destruction process. C. The system shall be capable of operating a minimum of 8 consecutive hours per day. There shall be interlocks to interrupt the process in an emergency event. D. The incinerator shall be capable of processing at least 500 lbs./hr. with a preferred minimum of 1000 lbs./hr. of bulk marijuana or similar substance. These goods are usually tightly compressed "bricks" or "bales". The facility must have the capability and proper permits to completely destroy the below materials. DEA is not able to anticipate all the different contraband or packaging that may be seized; however, marijuana will be the agencies primary need. a. Contraband - Marijuana, Cocaine, Heroin, Hashish, Opiates, Khat, Steroids, Syringes/Needles, Prescription Drugs. b. Packaging Materials – Cardboard, Wrapping paper, Saran Wrap, Aluminum foil, Duct tape and derivatives, Scotch tape and derivatives, Packing tape and derivatives, Plastic evidence bags, Grease/oil. E. The vendor shall be responsible for all equipment operation, repair and maintenance. F. The vendor must be able to effectively and safely process a variety of feed streams. All boxes and packaged material must enter the destruction system without having to be opened or mixed with any other material. G. The vendor will be required to accept a package up to 48"x24"x16" in dimension and weigh up to 200 pounds. However, the typical package or box will weigh between 40-60 pounds. The integrity of the destruction process should be such that the material to be destroyed cannot be redirected or retrieved once it is committed to destruction. H. A segregation strategy that ensures that DEA contraband is not be mixed with any other product before entering the system. Preprocessing (shredding) of the material is not desirable. I. All services, equipment, and facilities shall meet all applicable Federal (OSHA, EPA, and FDA), State and Local health requirements. RESPONSES In an effort to assist DEA meet our requirement, interested vendors are requested to provide the following information: I. Description of the proposed facility where the goods destruction would take place. The description should include the following: location (address) of the facility, equipment to be used for the commercial destruction service, environmental controls in place, and security or surveillance safeguards and parameters at the facility. II. Describe the type and amount of goods that can be destroyed if given an eight (8) hour block of time. This estimate should include any time involved in loading the contraband onto the equipment, as well as any adjustments and services which must be performed between loads within the eight hours. III. Description of the permits and licenses held to operate such a facility. IV. Description of how all contraband could be completely and verifiably destroyed and disposed of. Any description should explain: the analytical method (or methods) that will be used to determine destruction; how the ash and residue are properly and safely disposed of after incineration. V. Provide Rough Order of Magnitude (ROM) pricing for your waste disposal system incineration services for one year of service and per daily event. VI. A brief summary of the company’s capabilities, personnel, and corporate experience to safely provide incinerator services for the destruction of goods that includes relevant experience within the past three years. a. Relevant experience is defined as possessing the experience described in the Description section above. b. Interested organizations should also include information regarding current or previous work similar to this requirement and, if applicable, whether this work is/was provided for other government agencies (and if so, the names of the government agencies, points of contact, and contract numbers). VII. Company name; mailing address; physical address; point of contact; telephone number; fax number; e-mail address; DUNS number; NAICS codes; company business size (large, small, small disadvantaged, etc.); and GSA schedule number (if applicable). VIII. Any other pertinent information related to the requirement. SUBMISSION Please submit all responses electronically to Contract Support Specialist Thomas Mmbaga at Thomas.D.Mmbaga@usdoj.gov by 12 PM Eastern Time on FRIDAY, APRIL 5, 2013. Please note that the information provided in this Sources Sought notice is to be used for acquisition planning purposes to determine the available sources for the services described herein. This is NOT a notice of solicitation issuance, but rather, a request for information from industry that will allow the Government to identify interested sources capable of meeting its requirement. The information sought is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to this RFI. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for any information submitted by respondents to this request. Interested parties are requested to submit a capability statement not more than ten (10) pages in length that demonstrates the respondent’s ability to meet the requirement as specified herein. Responses shall be submitted electronically (Microsoft Word for Office 2007 compatible format or PDF). All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Responses to the RFI will not be returned. Questions concerning the composition and requirements for a future RFP, as well as those regarding the nature of the services to be performed under any future initiatives will not be answered, but will be taken under consideration. Sources responding to this RFI should submit the minimum information necessary for the government to make a determination that the source is capable of satisfying the requirement. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. It is the responsibility of all interested parties to monitor government sites for the release of any follow-on information to this notice. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this RFI or the Government's use of such information as either part of an evaluation process or in developing specifications for any subsequent requirement.
