- Parts List. Limited Source Justification for reference. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is PBGC01-RQ-13-0026 and is issued as a Request for Proposal (RFP). Offerors must be registed in the System for Award Management (SAM). This acquisition is Firm-Fixed-Price (FFP). Provisions and clauses applicable to this acquisition are as follows" FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.222-3 Convict Labor, FAR 52.232-17 Interest, FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration, FAR 52.233-3 Protest After Award, FAR 52.252-2 Clauses Incorporated by Reference. The following clauses, applicable to this acquisition, are local PBGC clauses and all interested offerors may request a copy from the contract specialist: PBGC-32-004 Invoice Submission Information (Jan 2012), PBGC-39-001 Electronic and Information Technology (Oct 2004), PBGC-04-004 PBGC Information Security (Dec 2009). Offerors may indicate that their response to FAR 52.212-3 Offeror Representations and Certifications-Commercial Items has been loaded to https://www.sam.gov/portal/public/SAM/. Clause(s) by Full Text: PBGC-39-003 AUTHORIZED SERVICE PROVIDER (JUL 2011) The offeror must be recognized by the legal owner as an authorized provider of the software/hardware identified in the schedule. The legal owner is defined as the legal entity that holds the proprietary rights to the software/hardware. The offeror must be a recognized entity that is authorized to sell, distribute, copy and/or change the content of the software/hardware. The offeror must certify its status as an authorized provider of the software/hardware identified in the schedule by providing written proof of its status in its response to the solicitation. PBGC reserves the right to verify information provided and check with the legal owner to confirm the offerors status. If the offeror is found not be an authorized provider, the contracting officer shall notify the offeror that its proposal is excluded from the competitive range or eliminated from the competition. The notice shall state the basis for the determination and that a proposal revision will not be considered. Responses shall be submitted electronically to roberts.teesa@pbgc.gov, no later than 01:00 pm Eastern Standard Time 03 April 2013. Quotes must be valid for thirty (30) days after due date. Any amendment(s) issued to this RFP will be published on this website. Therefore, it is the offeror's responsibility to visit this website for updates on this procurement. EVALUATION FACTORS FOR AWARD. The evaluation of Proposals will be based on Lowest Price Technically Acceptable (LPTA). Award will be based on the following evaluation factors listed in descending order of importance-with the most important criterion being listed first: a. Price b. Ability of the contractor to meet the specifications for the services outlined below: The Contractor shall provide a FFP Proposal with a breakdown of the unit price per quantity.
