Description
Purpose of this Announcement : This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; 8(a) small businesses, veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 541712 in the North American Industry Classification System (NAICS), and the small business size standard for such requirements is 500 employees or less. Background and Project Requirements : The Division of Epidemiology, Statistics and Prevention Research (hereafter, Division) of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) proposes an observational cohort study examining diet, obesity, and weight change during and after pregnancy. The contractor will enroll pregnant normal weight, overweight, and obese women during first trimester and conduct assessments at multiple time points through one year postpartum. Assessment will include serial collection of quantitative data from multiple sources including 24-hour recalls of dietary intake, food frequency questionnaire, self-administered questionnaires, biomedical, and anthropometric assessment. Embedded sub-studies will include collection of qualitative data and a laboratory-based behavioral experiment using the paradigm of eating in the absence of hunger. Potential sources must demonstrate and document capability and experience in (a) the conduct of longitudinal observational and experimental studies among pregnant women, (b) recruiting and retaining pregnant women as study participants, including recruitment in the first trimester, (c) research data collection and management, including questionnaires, interviews, and medical data, and (d) training and supervising research staff. Additionally, potential sources should demonstrate (a) access to a clinical setting having a large population of pregnant women, and (b) adequacy of setting for conduct of the study, including subject recruitment and assessment, and capture of data from medical records. Anticipated Period of Performance : The anticipated period of performance is five years from September 20, 2013 to September 19, 2018. Capability Statement/Information : The NICHD is seeking Small Businesses capable of meeting the following criteria. Small Business organizations must submit Capability Statements in response to this notice and these will be evaluated against the following technical areas of experience and expertise: (1) adequacy of the proposed technical approach for recruiting, tracking, and retaining subjects; (2) adequacy of measurement and data collection procedures, including participant assessments and extraction of medical record data; (3) adequacy of the clinical setting for conduct of the study; (4) adequacy of the patient population for conduct of the study; (5) adequacy of the proposed staffing plan for the conduct of the study, including the proposed key research staffs' demonstrated qualifications and experience in conducting observational studies in pregnant women, including subject recruitment, data collection (including questionnaires, interviews, and medical data), and data management; (6) demonstrated capability to anticipate and resolve unforeseen difficulties in recruitment and retention of study participants, data entry, data management, and data transfer; and (7) demonstrated successful past performance consistent with prospective cohort designs with longitudinal capture of time-varying data and biospecimens. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
