- Draft Statement of Work Note: Seeking potential sources for the below requirement: Statement of Work (SOW) Project Review, Validation, and Technical Advice, Provide Independent Recommendations Provide technical advice and resources (professional services or consultant role) for Phase II Alternative Metals Research, Development and Testing (RD&T) in support of Coin Modernization, Oversight and Continuity Act of 2010 Public Law 11-302 December 14, 2010. Specific requirements include: 1. Provide feedback on work plans, technical approaches and timelines developed by the United States Mint Technical Team for Phase II of the Alternative Metal Study. o Participate in weekly team meetings o Review documents via email and/or verbally, provide technical input and observations o Provide higher level technical knowledge and resources as required to supplement United States Mint Technical Team o Conduct risk assessment and update as required, make recommendations to address or mitigate 2. Review RD&T information, testing results and findings of test strikes and post-production nonsense pieces, anti-fraud, shareholder impacts, and coatings. Provide technical assessment or results and make recommendations for any appropriate work plan changes to support Phase II. o Review results via email and/or teleconference o Participate in on-site test strikes and analysis as appropriate o Participate as appropriate in telephone interviews and conferences with potential suppliers and stakeholders (i.e. vending machine industry, coin manufacturers and coin users/processors 3. Review written United States Mint work products to include study updates, observation summaries, and interview and site visit reports. o Review results by email and/or teleconference o Provide technical edits and suggested changes. o Provide technical and formatting feedback 4. Review draft Executive and Congressional reports prepared by the United States Mint Technical Team, provide edits and suggested changes. o Provide technical review of final reports, providing suggested edits, changes and reformatting as determined 5. Considering information provided by the United States Mint, identify and provide independent recommendations for alternative metal RD&T and composition changes. o Develop and provide independent recommendations for changes to circulating coin composition and/or production processes o Present to United States Mint executive team 6. Review, edit and format final Congressional Report. o Provide technical review of final reports, provide suggested edits, changes and reformatting as determined 7. Review final reports and provide a verification and validation endorsement statement rendering a professional written assessment of the approach, validity and technical correctness of findings and recommendations developed by the United States Mint. o Provide certificate of independence and verification - document independent professional assessment of approach, validity and technical correctness of findings and recommendations. o Provide a statement of review (similar to an independent auditors findings for an annual report) 8. Provide suggestions for continued RD&T to support Alternative Metals. o Provide independent assessment of future steps and work to be undertaken 9. Provide other technical assistance or input as required. o Provide by phone, email or in person as appropriate
