- STATEMENT OF REQUIREMENTS JUSTIFICATION 65 - MEDICAL, DENTAL, AND VETERINARY EQUIPMENT AND SUPPLIES NOTICE DATE: MARCH 29, 2013 NOTICE TYPE: REQUEST FOR QUOTES - BRAND NAME JUSTIFICATION NAICS: 423450 - MEDICAL, DENTAL AND HOSPITAL EQUIPMENT AND SUPPLIES MERCHANT WHOLESALERS Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 Solicitation Number: NFFKP00-13-01736 Response Due: April 9, 2013 11:00 am This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6., as supplemented with additional information included in this notice, and it being conducted pursuant to FAR Part Subpart 12.6 and FAR Part 13. The Request for Quote (RFQ) number is NFFKP00-13-01736. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-59 dated May 12, 2012. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 423450, which has a corresponding size standard of 100 employees. The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Team, on behalf of the Marine Mammal Conservation Division, is soliciting a requirement to purchase a Sonosite EDGE Diagnostic Imaging System and intends to award a firm fixed price purchase order for this brand name requirement in accordance with FAR 6.302-1(c). The requested delivery date is April 26, 2013 for field research that begins on May 2, 2013. Deliver to: ATTN: Cynthia Smith National Marine Mammal Foundation 2240 Shelter Island Drive, Suite 200 San Diego, CA 92106 As part of the Natural Resource Damage Assessment for the Deepwater Horizon Oil Spill, NOAA will work with Trustees to perform three live capture release health assessments of bottlenose dolphins in 2013. The previous health assessments performed in Barataria Bay, LA and Sarasota Bay, FL in 2011 showed that the dolphins in Barataria Bay had significant abnormal health conditions as compared to Sarasota Bay dolphins. As part of the assessment of these dolphins, diagnostic ultrasound was used to examine the lungs, liver, kidney, reproductive tract, and heart of the animals. The diagnostic ultrasound was performed by Dr. Cynthia Smith of the National Marine Mammal Foundation. Important ultrasound findings included significant pneumonias and lung disease in some animals. Studies in 2013 will expand the dolphin health assessments to Mississippi Sound (MS and AL) as well as repeating assessments in Barataria Bay and Sarasota Bay. The purchase of the Sonosite Edge machine is critical to the ability of this study to fully assess the health of the sampled dolphins in all three sites in a comparable manner with a field durable machine. This product is the only ultrasound system that meets all of the listed physical requirements and has the needed features for adequately penetrating and imaging large bottlenose dolphins. This product is the only one found that provides field durability that can withstand a 3-ft drop test which is critical for use on a boat at sea, where sea states and weather conditions can be rough. In addition, the unit's water-resistant feature is also essential for operating in a harsh, open, seawater environment. Furthermore, the unit's ability to withstand extreme temperatures and high humidity are important for functioning in the Gulf of Mexico in the summer, where temperatures can reach >100F. Vendors are required to submit a signed Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Class Deviation) (MAR 2012) (attached) with their quote.
