- UNRESTRICTED PROCUREMENT: This is a PRE-SOLICITION NOTICE ONLY. The solicitation shall be issued as an Invitation for Bid (IFB). Bids received in response to this solicitation shall be handled in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 14. It is anticipated that the IFB will be issued on or about 16 April 2013 with a bid opening on or about 16 May 2013. The IFB shall result in the award of a firm fixed price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) for Stone Placement. The resulting IDIQ will consist of a period of 12 months. The total estimated maximum value of the contract shall not exceed $100,000,000.00 with a minimum guarantee of $10,000.00. The work consists of placing various types of stone paving and stone repairs along the banks of the Mississippi River (Miles 325.8 to 0.0 AHP) including Southwest Pass (Miles 0.0 to -18.5 BHP), Atchafalaya River (Miles 0.0 to 137), Red River (Miles 6.0 to 11.0) and Old River Control Channels. NAICS: 237990. Bidders from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 13 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 50%; Small Disadvantaged Business 17%; Woman Owned Small Business 18%; HUBZONE Small Business 10%; and Service Disabled Veteran Owned Small Business 4%. Bidders are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administration Subnet, at http://web.sba.gov/subnet. The solicitation will be posted on Army Single Face to industry (ASFI). Bidders can access these files from a link located on FedBizOpps (www.fbo.gov). Bidders will need the Adobe Acrobat Reader for pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. Bidders are encouraged, for marketing purposes, to register as an Interested Vendor in FedBizOpps (www.fbo.gov).
