Description
Operational faults for mechanical systems in office buildings can negatively impact energy consumption, maintenance costs, thermal comfort for the occupants and environmental protection. Automated commissioning software programs are effective tools for the evaluation of mechanical systems in buildings. These software programs are designed to aid building operators and commissioning agents to perform semi-automated commissioning tasks. The software can be used to inject test signals to elicit system responses under different conditions and then to apply expert rules for analysis while requiring only rudimentary information on the hardware and operating set-points for the systems involved. In previous years, the Mechanical Systems and Controls Group of the National Institute of Standards and Technology (NIST) developed CITE-AHU.exe, and the BACnet Communications DLL (BCD), to facilitate the analysis and maintenance of air handling units in office buildings. The CITE-AHU software was developed in partnership with a French research lab (Centre Scientifique et Technique du Bâtiment, CSTB), while the BCD was developed solely at NIST. Since the development of CITE-AHU, NIST has been the only one to utilize it and no other vendors have developed upon or customized this software. The purpose of this procurement is for the contractor to provide NIST with an updated version of the CITE-AHU application with a graphical user interface that provides all the functionality of the current Version 1.6. The new version shall be referred to as Version 2.0. This shall include the source code and all project files associated with the program. The source code as delivered must compile to the executable. The end software provided by the contractor shall provide the capability for analysis of multiple pieces of equipment in a building or network of buildings. The period of performance will be for a period of 12 Weeks from the date of award. The NAICS code for this requirement is 541511 with a small business size standard of $25.0 million. This requirement is 100% set-aside for small business. The competitive Request for Quote (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFP number NB732020-13-00728. Potential offerors shall be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not maintain a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to Jarreau.vieira@nist.gov or carol.wood@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors must be actively registered in the System Award Management (SAM) website at www.sam.gov, in order to be eligible to receive any resultant award. NIST anticipates posting the solicitation approximately 10days after the date of publication of this notice. Simplified Acquisition Procedures shall be utilized under the authority of FAR Part 13.
