- The Army is seeking to develop one Gigawatt of renewable energy projects on or near Army land leveraging third party financing. In support of this effort the Energy Initiatives Task Force (EITF) is developing a standardized Utility Service Contract Performance Work Statement (PWS) for use by the U.S. Army for contracts executed under the authority of Title 10 United States Code 2922a. The EITF is seeking industry's input concerning the content of the PWS to inform its standardization effort. The intent is to have a PWS that is clear, concise and understandable that will reduce the need for discussions and clarifications; improve the understanding of Government requirements and industry capabilities resulting in increased bid quality and a lower cost of capital to the Government. Planned release date of the draft utility service contract solicitation is on or about 29 March 2013. There is no requirement to provide a response to this Special Notice. Note(s): Exchanges of information among all interested parties, from the earliest identification of a requirement through receipt of proposals, are encouraged. Any exchange of information must be consistent with procurement integrity requirements (FAR 3.104). Interested parties include potential offerors, end users, Government acquisition and supporting personnel, and others involved in the conduct or outcome of the acquisition.
