- Manroland Sole Source Justification Notice of Intent - ManRoland Inc. Special Notice RFQ-FCU 2123126476 The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis, a firm-fixed price contract with ManRoland Inc., 800 Oak Hill Drive, Westmont, IL 60559, for preventative maintenance and repairs service for the ManRoland (R505PLV Serial #33125B) Printing Press located at the FBI headquarters, Washington, D.C. It has been determine that ManRoland Inc. certified technicians are the only authorized technicians to perform the preventive maintenance and repair service on this printing press in order to not void the FBI's existing warranty. The FBI can only accept Original Equipment Manufacturer (OEM) parts for repairs. OEM parts can only be obtained from ManRoland Inc. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The FBI intends to negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1 "Only one responsible source and no other supplies or services will satisfy the agency requirements." This will be a commercial acquisition in accordance to FAR Part 12 in conjunction with using simplified acquisition procedures of FAR Part 13. This notice is not a request for competitive quotes and this announcement constitutes the only notice; request for quotations are not being requested and no written solicitation is available. Responses to this notification will be considered to determine if competition exists. Any such responses must be in writing, include technical information regarding the proposed capability to meet this requirement and be received no later than April 11, 2013, 4:00 pm, Eastern, with reference to RFQ-FCU2123126476, Attention: Contract Specialist, Sharon K. Starkey at email address: sharon.starkey@ic.fbi.gov. Emailed responses will only be considered. No telephone inquiries will be accepted. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
