MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey. The Submarine Escape and Rescue Program Office (PMS391) located at the Naval Sea Systems Command (NAVSEA) in Washington, DC is looking for companies with the capability to manufacture, test and produce one Submarine Rescue System-Rescue Capable System (SRS-RCS) Ship Interface Template Set (SITS). The SRS-RCS SITS are a component of the Submarine Rescue Diving and Recompression System, and are designed to enable rapid physical installation, integration, and alignment of deck-mounted Pressurized Rescue Module System elements on a Vessel of Opportunity (VOO). The SITS are a combination of jigs and structural supports that accommodate a variety of vessel deck types (unevenness); protect equipment from standing water on deck, and provide alignment, structural, and mechanical attachment to the VOO deck. Sources must have weld procedures to be used in the manufacture of these SITS approved by the American Bureau of Shipping (ABS), and must provide a history of fabricating hardware that was ultimately classed by ABS or similar classification society. All interested parties are encouraged to submit company and product literature, white paper and/or other pertinent information such as past history. Past history should include a description of similar hardware fabricated by their organization with performance parameters, summary of testing performed, test reports, and an estimated cost for price of test articles and production units, for the Government ™s consideration by 3:00 PM Eastern Standard Time on 29 March 2013. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
