- Request for Information for Low Loss Launch Valve (LLLV) Head Cover Plate, PN 626758-1, in support of Aircraft Carrier Catapult System. GENERAL INFORMATION Document Type: Request for Information Solicitation Number: N68335-13-R-0150 Contracting Office Address: Department of the Navy, Naval Air Systems Command Naval Air Warfare Center Aircraft Division- Lakehurst Contracts Navy Department Hwy. 547 Attn: B562-3C Lakehurst, NJ, 08733-5083 REQUEST FOR INFORMATION: BACKGROUND: The Naval Air Warfare Center Aircraft Division (NAWCAD) is surveying the marketplace for all interested parties, and is soliciting information and comments from industry and other interested parties. PURPOSE: The goal of this RFI is to explore the technical aspects and capabilities of potential vendors for this requirement. We are seeking industry input to assist in identifying new sources and capabilities. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract TECHNICAL DISCUSSION: The Low Loss Launch Valve Head Cover Plate is a designated Critical Safety Item (CSI) and is thereby governed by Public Law 108-136, Section 802. Under this law, only sources approved by the Design Control Activity may be contracted with to procure, overhaul, or repair these items. The following machinery is recommended to machine the LLLV Head Cover Plate: 1. Vertical CNC Machining Center a. Minimum Travel on Axis: X 50", Y 40", Z 25" 2. Horizontal CNC Machining Center a. Minimum Travel on Axis X 50" Y 50" (Z) W 25" INFORMATION REQUESTED: Interested vendors are requested to provide the following items (where applicable): - Company description - Provide capabilities and qualifications to meet the Welding Procedure Qualification per NAVSEA Technical Publication 248 Section 4, the Weld Personnel Qualification and Approved Welder Training Program per NAVSEA Technical Publication 248 Section 5, and the Non-Destructive Training and Testing Program per ASTM TC-1A and NAVSEA Technical Publication 271 with an emphasis on Magnetic Particle Inspection (MT) and Radiographic Testing (RT). -Provide capabilities and qualification to maintain the Maintenance of Qualification for all welders in accordance with NAVSEA S9074-AQ-GIB-010/248, paragraph 5.2.11. -Provide manufacturing capabilities, including relevant history manufacturing similar parts and utilizing similar processes. - Provide examples of prior projects working on or with designated Critical Safety Item (CSI) equipment. -Provide examples and photographs of manufactured products of similar size and complexity. - Provide all applicable Federal standards, policies and regulations met. - Provide Quality Assurance systems in place, certifications, capabilities, and qualifications. - Provide any additional information that will assist in understanding your responses to the RFI. CONCLUSION In response to this RFI, respondents shall submit written responses, preferably via electronic mail. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. Nor, will the Government use any information provided to level your approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated RFP/RFQ that may be issued. Information provided in no way binds the Government to solicit or award a contract.
