- ERDC Contracting Office intends to Solicit on a Sole Source basis under the authority of FAR 13.106-1(b) to Vision Research, Inc., 100 Dey Rd., Wayne, NJ 07470-4633. This Procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Vision Research, Inc. is the only known source capable of meeting the Government's requirement in procuring the Phantom v711 (Model VRI-V711-32G-MAG-C). The Geotechnical and Structures Laboratory (GSL) of the U.S. Army Engineer Research and Development Center (ERDC) is engaged in conducting research involving explosive and ballistic tests of force protection technologies, and one of the primary methods of documenting these tests is through the use of High Speed Cameras (HSCs). The GSL Survivability Engineering Branch (SvEB) has a requirement to purchase one HSC that is capable of recording 7,000 Frames Per Second (FPS) at a resolution of 1,280 x 800 pixels or better. The camera must also be capable of recording 150,000 FPS at a resolution of 256 x 128 pixels or better. The color ISO sensitivity of the camera should be ISO 2200 T or better. Images must be recorded at 12-bit depth, and the exposure time for each image should be 1 s or less. The HSC must be capable of recording at least 2.95 seconds at 7,000 FPS, 12-bit depth, 1,280 x 800 pixels, into internal memory. The HSC must be capable of modulated an unmodulated IRIG in/out. The weight of the camera (excluding the lens) must be 12 lbs or less, and the size must be 12 x 6 x 6 inches (L x W x H) or less (excluding the lens). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 CST on 15 April 2013. Such capabilities/qualifications will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No Request for Proposal will be issued based upon this Notice of Intent.
