Senior Advisor: Presidential Proclamation 7750, Office of Anti-Crime Programs (INL/C), Washington, DC (Part Time NTE 1250 hours annually) Issuance Date: 04/01/2013 Closing Date: 04/28/2013 SOLICITATION NUMBER: PSC-13-028-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. POSITION TITLE: Senior Advisor: Presidential Proclamation 7750, INL/C 6. MARKET VALUE: $80,728 - $129,517 (GS-14/15 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Washington, DC 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND. Presidential Proclamation 7750 (PP 7750), issued under the provisions of Section 212(f) of the Immigration and Nationality Act (INA), which allows the President, by Proclamation, to exclude from the US any group of aliens he considers to be detrimental to the US national interest. The President delegated responsibility for executing the provisions of PP 7750 to the Secretary, and the Secretary delegated decision authority to P and processing responsibility to INL. Cases are handled by means of an action memo to P, with extensive vetting and clearances throughout the Department required before the memo is finalized for transmission. Many other potential cases are adjudicated using other available legal authorities in the INA through close cooperation with CA/Visa Office in finding firm visa ineligibilities on other than PP 7750 grounds. B. PURPOSE. Serves as the senior advisor for the adjudication and processing of visa revocation and denial actions directed at high level corrupt foreign public officials and those who corrupt them (i.e., bribers), and family members of either group who have demonstrably benefited in some way from the corruption in question. C. STATEMENT OF WORK  Works closely with the US law enforcement and intelligence communities in distributing case-related information to enable asset tracking and forfeiture and ensuring that potential law enforcement actions involving PP 7750 subjects are not compromised by visa sanctions.  Serves as a resource within the Department and the interagency community on visa sanctions; briefs Administration official and Congressional staff/Members upon request and assists in preparing Congressional reporting and testimony.  Advises on and assists in promotion of adoption by other countries of similar authorities, and coordination with officials on case development as appropriate.  Engages in public diplomacy activities under the guidance of INL public affairs officers.  Works with senior officials overseas, often Ambassadors, as well as senior officials in Washington from the regional bureaus, L and CA.  Drafts documents and memoranda to describe cases, and recommend actions (including obtaining numerous clearances) for Under Secretary consideration and approval.  Assist with other projects as directed. D. POSITION ELEMENTS Period of Performance  One year from date of award with 4 option years available. Level of Effort  Part-time @ 60 percent of a full-time GS-14/10 equivalent position (estimated note to exceed $85,000). Government Furnished Equipment  The contractor shall be furnished with office space, a computer, office telephone, and other supplies with which to complete all job requirements. This property will be owned and maintained by the Department.  To enable work from home as directed, INL will provide a "fob" and telework agreement. Position Location  The physical work location is the INL/C office, State Annex 22, 1800 G Street, Washington D.C. Travel  Occasional travel may be required, as requested by the INL/C program office; authorization and funding will be provided separately. D. MINIMUM QUALIFICATIONS a. U.S. citizenship, eligible for a State Department Secret security clearance. However, access to PP 7750 materials requires a top secret clearance with level 5 (SI/TK) designation, which also meets requirements to obtain an S5 identification card. b. Knowledge of and experience with INL Bureau operations and subject matter of transnational organized crime. c. Extensive knowledge of and experience managing programs within the Department of State. d. Experience in and knowledge of multilateral diplomacy. e. Extensive experience in drafting and editing. f. Extensive knowledge of and experience in the State Department clearance process and the interagency process. E. EVALUATION CRITERIA Factor 1 Extensive knowledge of and minimum of 10 years experience with managing public diplomacy programs. (35 Points) Factor 2 Minimum of 10 years experience in drafting and editing. (25 Points) Factor 3 Extensive knowledge of State Department operations, clearance and interagency processes. (25 Points) Factor 4 Experience with multilateral diplomacy programs. (15 percent) E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F. ETHICS REQUIREMENTS This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quoters must advise the cognizant Contracting Officer if they have personal conflict or interest, such as a financial convict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors", or otherwise objectively performing their contractual duties upon contract award. "Post-Award Ethical Responsibilities of Personal Services Contractor" - This is a personal services contract as defined in FAR2.101. The contractor shall be subject to the same ethical requirements and responsibilities as a member of the Civil Service or Foreign Service, including but not limited to the Standards of Ethical Conduct for Employees of the Executive Branch, 5CFR part 2635 and employee Responsibilities Abroad, 3 FAM 4120. The contractor is required to complete and file the appropriate financial disclosure form, either form OGE-450, Confidential Financial Disclosure Report, or form OGE 278, Public Financial Disclosure Report, with the Department of State Ethics Office (L/Ethics) within thirty (30) days of the contract award if the position is one designated for filing. G.
