- This is a Request for Proposal from organizations and individuals to assist the Postal Regulatory Commission staff in developing a Report on the impact on Postal Service costs and contribution of discontinuing the street delivery of letters and flats on Saturdays, while maintaining the delivery of parcels on Saturdays. The Postal Regulatory Commission is independent entity in the executive branch of the federal government with responsibility for analyzing the rates and fees charged by the U.S. Postal Service for its products and services, ensuring its service standards are met, and its universal service obligations fulfilled. The Commission was created by the Postal Accountability and Enhancement Act of 2006 (PAEA) and was formerly called the Postal Rate Commission. This is a Request for Proposal from organizations and individuals to assist the Postal Regulatory Commission staff in developing a Report on the impact on Postal Service costs and contribution of discontinuing the street delivery of letters and flats on Saturdays, while maintaining the delivery of parcels on Saturdays.
