- The U.S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis per FAR 13.106-1(b)(1) with Ohio University, Athens, Ohio, for the acquisition of diamondback terrapin monitoring during the nesting season out on the Poplar Island Ecosystem Restoration Project in Talbot County, Maryland. Dr. Willem Roosenburg with Ohio University is uniquely qualified to support the needs of Poplar Island and the terrapin monitoring efforts. Dr. Roosenburg has conducted research on diamondback terrapins in Maryland since 1987. The cornerstone of his research program is long-term mark-recapture studies with the goal of monitoring population response to changes in the environment, including climatic factors, habitat use and availability, and anthropomorphic perturbations. This work has resulted in numerous peer-reviewed publications, presentations at national and international meetings and an international reputation as a population biologist and a terrapin expert. During his career, he has served on the Governor's Task Force for Diamondback Terrapin Conservation and Management. He currently serves on the IUCN/SSC Tortoise and Freshwater Turtle Specialist Group that make recommendations and proposals concerning the protection of rare, threatened and endangered turtles. He wrote the species account for the compendium Conservation Biology of Freshwater Turtles by invitation of the specialist group. Additionally, Dr. Roosenburg is the mid-Atlantic regional representative of the National Diamondback Terrapin Working Group, a national group of scientist that provides recommendations for terrapin research, conservation, and management. Dr. Roosenburg presented his terrapin research at a symposium on temperature dependent sex-determination at the Fifth World Congress of Herpetology in South Africa in 2005. Finally he has been monitoring the Poplar Island Terrapins since 2002 when they were first discovered nesting on the Island and he maintains the only database on the terrapins there. In addition, he maintains the largest database of terrapins in the Bay. The determination to not compete the proposed acquisition is within the discretion of the Government. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by close of business (5:00 PM EST) Friday, April 12, 2013 will be considered by the Government.
