Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is Scott-F3Z3893065A001-AwarenessTraining; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 effective 28 February 2013; Defense DPN 20130228 effective February 28 2013, and AFAC 2012-1107 effective 7 November 2012. The North American Industry Classification System (NAICS) code is 611710 the business size standard is 1000 employees. The Federal Supply Class (FSC) is U009. The Standard Industrial Classification (SIC) is 7922. This requirement shall be a 100% small business set aside. See attached Statement of Work (SOW)). Requirement Description: Travis AFB intends to award a purchase order for Interactive Performance Based presentations exploring the topics of gender stereotyping, social pressures, unrealistic fantasies, false preconceptions, and how these contribute to the tensions found in dating. Presentations will demonstrate through the use of a semi-improvisational approach how these and other factors can lead to sexual violence and sexual assault The requirement is as follows: ITEM DESCRIPTION QTY 6 CLIN0001: 6 presentations (1-1.5 hours in length) covering the topics of gender stereotyping, social pressures, unrealistic fantasies, false preconceptions (24 April 2013 and 25 April 2013) IAW the attached SOW. Award shall be made in the aggregate, all or none. The following provisions and/or clauses apply to this acquisition. (b) The use in this solicitation or contract of any Defense Federal Acquisition Regulation 48 CFR Chapter 2 clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation. (End of Clause) 252.204-7006 Billing Instructions. As prescribed in 204.7109, use the following clause: BILLING INSTRUCTIONS (OCT 2005) When submitting a request for payment, the Contractor shall- (a) Identify the contract line item(s) on the payment request that reasonably reflect contract work performance; and (b) Separately identify a payment amount for each contract line item included in the payment request. (End of clause) 5352.201-9101 Ombudsman OMBUDSMAN (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
