- Attachment B Attachment A Request for Quote (RFQ) The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric (NOAA) 200 Granby Street, Suite 800, Norfolk, VA 23510, is soliciting quotes for The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Eastern Region (ER) to provide delivery of 97.5% Grade B Helium to twelve (12) National Weather Service (NWS) Weather Forecast Offices (WFO) in the Eastern Region of the United States. This requirement is expected to result in a single or multiple firm fixed-price Blanket Purchase Agreements (BPAs). The quantities of helium are best estimates of the WFO needs. The period of performance of this BPA is for 4 months. This procurement is being issued as a 100% Small Business set-aside in accordance with FAR 52.219-6. The acquisition is being issued as Request for Quotations (RFQ) EA133W-13-RQ-0286 in accordance with FAR Part 12 and the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items pursuant to Department of Commerce, Procurement Memorandum 2013-06 - FAR Class Deviation: Extension of Test Program for Certain Commercial Items (FAR 13.5). The applicable NAICS Code is 325120 - Industrial Gas Manufacturing, which has a corresponding size standard of 1,000 employees. The Government anticipates awarding a firm fixed price BPA based on lowest price technically acceptable with past performance being Satisfactory or above. The Government intends to award a Lowest Price Technically Acceptable (LPTA), firm fixed-price single or multiple BPA(s) on an all or some basis. The RFQ will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov on or about April 2, 2013 with a receipt date of April 4, 2013 at 5:00 P.M., Eastern Standard Time (EST). The anticipated award is April 12, 2013. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database at www.sam.gov; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit a quote, which shall be considered by the agency.
