Description
Synopsis The Naval Air Systems Command (NAVAIR) intends to procure from The Boeing Company (TBC) In Service Support (ISS) services for unique requirements required by Foreign Military Sales (FMS) customers in support of F/A-18 Aircraft for the countries of Australia, Canada, Finland, Kuwait, Malaysia, Spain, and Switzerland from TBC under authority of FAR 6.302. This shall include, but is not limited to, program management, engineering, logistics support, training, and technical data updates. NAVAIR intends to issue a new Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract for this requirement. The contract shall contain one base year (CY14) and four one-year options (CY15-18). Knowledge of the aircraft and weapon system design, operation, and production, as well as knowledge of peculiar engineering data, capability and resources are required to provide the program management, logistics, engineering support and data necessary to meet the requirements of the F/A-18 FMS customers. As the sole designer, developer, integrator, and producer of the F/A-18 aircraft, TBC is the only firm that possesses this knowledge. TBC is the only supplier that has the peculiar technical and engineering data, requisite engineering expertise, configuration control and management knowledge to keep the complex F/A-18 weapon system reiable and safe. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone will not be recognized. Offerors must be registered in the System for Award Management (SAM) Database to be eligible for contract award or payment from any DoD activity. A determination not to compete based on responses to this notice is solely within the discretion of the Government.
