Description: The US Army Contracting Command-Redstone (ACC-R), anticipates a sole source Firm Fixed Price contract with General Atomics Aeronautical Systems, Inc., Cage Code 0YJB5, 14200 Kirkham Way, Poway, CA 92064 for a services contract with the Fixed Wing Project Office for an estimated 343,255 total man-hours and 7,200 aerial sensor hours to provide continued operations and sustainment of the optical change detection (OCD) system known as Highlighter currently deployed in support of Operation Enduring Freedom (OEF). The basic period of performance will be 12 months with an option for up to an additional 12 months of continued performance. Under the authority 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation 6.302-1, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements, quote mark this contract shall be awarded on an other than full and open competitive basis to General Atomics Aeronautical Systems, Inc., as the only source because they had developed the unique qualifications and technical expertise necessary to operate and sustain the change detection missions through the expedited development, integration, test and deployment of two Highlighter aerial systems. All responsible sources may submit a proposal which will be considered by the agency. All responses shall be directed to Yasmine Clanton, contract specialist, at yasmine.clanton@us.army.mil and must be received within 15 days of this notice. This notice of intent to negotiate a sole source contract is not a request for competitive proposals. This is not a formal notice of solicitation. Telephone or facsimile inquires and/or responses will not be accepted. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation.
