- This is a Pre-Solicitation notice for the Utilities Privatization of the Water Distribution System and the Wastewater System at the United States Air Force Academy (USAFA). The utility systems include the following: Water Distribution System: • Approximately 73 miles of piping dated 1958 through 2010 vintage. Types of piping include asbestos cement, cast iron, copper, ductile iron, high-density polyethylene, polyethylene, polyvinyl chloride and steel. • Concrete potable water reservoirs. • Several pressure reducing valves (PRVs) to regulate system pressure. • Exclusions: Farish Recreational Area and Bullseye Airfield, all water meters, irrigation systems, non-potable fire systems and Douglass Valley and Pine Valley family housing areas. Wastewater System: • Approximately 67 miles of piping dated 1958 through 2010 vintage. Types of piping include asbestos cement, cast iron, reinforced concrete, ductile iron, high-density polyethylene, high-density polyethylene (slip lined), polyvinyl chloride and vitrified clay • Waste Water Treatment Plant. • Lift stations with submersible pumps and each with backup generators. • Includes a Non-Potable Water Distribution System serving non-potable irrigation systems. • Exclusions: Farish Recreational Area and Bullseye Airfield, sewer meters, non-potable wells, oil water separators within buildings, grease traps within buildings, storm sewers, septic tanks and leach fields, Douglass Valley and Pine Valley family housing areas, irrigation system laterals starting at the PRV pits and land used as non-potable water reservoir embankments. The North American Industry Classification System (NAICS) code is 221310, Water Supply and Irrigation Systems and 221320, Sewage Treatment Facilities. This requirement will be competed as full and open pursuant to FAR Part 6. This will be a Firm Fixed Price with Economic Price Adjustment 50-year contract. It is anticipated the Solicitation will be issued electronically on or about 22 April 2013 at the Federal Business Opportunities (FBO) website at http://www/fbo.gov. The Technical Library, to include maps and technical data, will also be available at the FBO website with instructions on how to access it listed in the Solicitation. Once the Solicitation is posted on FedBizOpps, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. Offerors must be registered with System for Award Management (SAM) or may not be considered for award. SAM is a Federal Government owned and operated website that consolidates the capabilities found in the former Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA) and the Excluded Parties List System (EPLS) websites. All records from CCR, ORCA and EPLS were moved to the SAM website. If you have a registered account in CCR, you can utilize your CCR user name and password in SAM, but only after creating a SAM account. Registration can be accomplished at http://sam.gov. USAFA will hold a Site Visit on 4 June 2013 and 5 June 2013 at USAFA with the specific time listed in the Solicitation.
