Description
Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E128, Bethesda, MD 20892, United States. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch (GEB), plans to procure on a sole source basis services from Affymetrix, 3420 Central Expressway, Santa Clara, CA 95051, for a maintenance agreement for a government-owned Affymetrix Fluidic Station. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The Molecular Epidemiology Laboratory Unit (MELU) in the Genetic Epidemiology Branch (GEB) of the Division of Cancer Epidemiology and Genetics (DCEG) at the National Cancer Institute (NCI) is dedicated to studying genetic determinants of upper gastrointestinal cancer as part of a global effort to develop strategies for the prevention of these cancers. Efforts in the MELU are focused on gene discovery for genetic susceptibility and early detection marker identification, as well as laboratory analysis in traditional epidemiologic association studies. The MELU houses a government-owned Affymetrix Fluidic Station (serial numbers 60101670, 60114350, FS0259) which includes a CPU (serial number 57VJPL1), hybridization oven (serial number 11845), autoloader (serial number A06590), and genechip scanner (serial number 54713480). This system is the major analytic platform used in the MELU for the analysis of single nucleotide polymorphisms (SNPs) and expression array chips. The NCI proposes to purchase a service maintenance agreement for this Fluidic Station. The contractor shall provide: 1) One (1) preventive maintenance inspection per year; 2) unlimited emergency repair within forty eight (48) hours of first call; 3) all required replacement parts with the exception of consumable parts to include batteries at no additional cost to the Government; 4) software service and updates in accordance with the manufacturer's latest established service procedures. Contractor personnel shall be technically qualified factory-trained personnel with a minimum of three (3) years factory training and experience in order to perform service to this system. The Affymetrix Fluidic Station is used for the analysis of single nucleotide polymorphisms (SNPs) and expression array chips in the MELU. This instrument requires professional maintenance, including a scheduled service visit and periodic part replacement, as well as emergency service. A service contract for the Affymetrix Fluidic Station is required so that the MELU may continue to perform its SNP analyses if the system is in need of repair. Affymetrix is the only known vendor that can perform repairs to this system because it is the sole provider of this fluidic station and has sole access to proprietary system software. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, particularly small businesses; they should submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on April 17, 2013. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
