Description
This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of small business firms to provide the required service. NO AWARD will be made from this Sources Sought. NO SOLICITATION IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to William Young at william.h.young@nist.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The purpose of this NOTICE is to gain knowledge of potential small business sources to include small business in the following socio-economic categories: Certified 8(a), Certified HUB Zone, and Verified Service-Disabled Veteran-Owned Small Business (SDVOSB). The capabilities will be assessed solely for the purpose of determining to set-aside for the small business community or to conduct as a full and open procurement. Other than small businesses may respond to this NOTICE in the event the market does not indicate SB interest; however, preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. This project is planned to be advertised in April 2013, and awarded in fiscal year 2013. The estimated price range for this project is estimated to be between $500,000 and $1,000,000. The NAICS Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, the size standard is $14.0 million, and the Federal Supply Code is Y1PZ, Construction of Other non-building facilities. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14 Limitations on Subcontracting, the concern will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. Under FAR 52.236-1, the contractor shall perform on the site, and with its own organization, work equivalent to at least 20 percent of the total amount of work to be performed under the contract. PROJECT DESCRIPTION The requirement is to build and install a horizontal smoke stack simulator research apparatus (known as a wind tunnel simulator). The simulator will be used as a test bed to assess and improve flow measurement capabilities in industrial smokestacks. The contractor shall assemble the wind tunnel simulator in several sections located inside and outside of a facility (building) at 100 Bureau Drive, Gaithersburg, MD. The scope of this project involves the construction of the simulator system as per the design drawings and specifications (Government furnished, and to be provided as part of a future solicitation). Except for items identified on the construction documents as OPCI (Owner provided/Contractor Installed), the contractor shall be responsible for providing all labor, material and equipment necessary to complete the project. System Description: There are five different sections of the wind tunnel: 1. An Air Intake Section (Government furnished); 2. 36" diameter Reference Section Piping (Government furnished); 3. Corner Section fabricated and installed to join the 36" diameter Reference Section piping and 48" Test Section piping. After assembly the corner must withstand any forces and/or torques caused by air flow. 4. The 48" diameter Test Section Piping is to be provided and installed by the contractor. This test section shall include one telescoping pipe section with adjustable length between 6 to 10 feet. The 48" piping supports inside the building shall be movable to allow interchange between the different pipe sections and the installation of various flow restrictors. Contractor shall supply 4 spare pipe stands (spares) for the Test Section piping. 5. Fan Section. Flow is generated by two fans (2). Each fan shall be driven by an electric motor, each powered via a dedicated VFD unit. The speed control of each fan shall be via a dedicated reduced voltage Variable Frequency Drive (VFD) system. The VFD will be controlled using a digital output from an external microprocessor that can be controlled from a computer by one of the following means (RS232, GIPB, Ethernet, etc.). The maximum allowable flow fluctuation from the VFD speed control shall be 0.1% of the fan motor must maintain a flow stability of less than 0.1 %. The contractor shall provide and install system supports, accessories, flexible connections(3), vibration isolators(3), control system and control devices to render a safe and completely functional system as described herein and in the construction documents. Notes: 1) All Piping is installed by using gaskets with bolts, washer, and nut combination. 2) Vibration in the Test Section piping shall not exceed of 0.5 mm in amplitude. OTHER REQUIREMENTS: In addition to the basic requirements stated above, the contractor shall provide all material (unless items explicitly noted as provided by the Government) and labor to install: 1. Equipment and pipe support concrete pads inside and outside the building. 2. Wall penetrations for the 36" and 48" diameter piping, and reinforcing and sealing such penetrations. 3. Concrete slabs for fan units and intake module. 4. All necessary power and control wiring. 5. Installing VFD Control system and demonstrating flow control. Given the level of complexities involved in this project, a successful acquisition will require that the majority of the work will be performed by a qualified and competent mechanical contractor with experience process exhaust systems, stainless fabrication and installation. To minimize the risk to the government, the contractor must possess the following attributes: A bonding capacity up to $1,000,000.00; An insurance experience modification rating (EMR) of 1.0 or less for each of the past two years; Experience with all projects within the last three years (provide a maximum of 6) that involved installation of exhaust fans, the fabrication and the installation of sheet metal and stainless steel canopy hoods and exhaust ductwork. The value of these projects must have been no less than $50,000; and A construction superintendent dedicated to this job with at least 10 years of experience performing similar tasks under similar conditions. CAPABILITY STATEMENT The following requests are designed to apprise the National Institute of Standards and Technology of any prospective construction contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 4 pages plus your past experience. 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's interest in bidding on the solicitation when it's issued. 3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 4) Offeror's type of small business and Business Size (example: Small Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a)) 5) Offeror's Joint Venture information if applicable - existing and potential 6) Offeror's Bonding Capability in the form of a letter from Surety 7) Offeror's NAICS Code and Product Service Code The Capabilities Statement that you provide in response to this sources sought is not expected to be a complete proposal or bid, but rather concise yet complete statements regarding your company's ability to demonstrate expertise and experience in the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the NIST in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine the acquisition method (set-aside).
