- This announcement is a Sources Sought Announcement (SSA). It is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The specific purpose of this SSA is to determine if there are any small businesses, within the parameters identified herein, that are able to provide the services identified below. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 Limitations on Subcontracting, the prime contractor is required to perform at least 15% of the labor with their own employees. Based on capability statement received in response to this SSA, a set-aside decision may be made. All small business organizations (SB, SDB, 8(a), WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. This requirement is assigned a NAICS code of 238220, with a small business size standard of $14.0M, maximum. After the deadline of this sources sought, the Government will evaluate all submittals against the project's minimum requirements and, accordingly, may conduct a formal competitive procurement solicitation to award a single procurement and construction contract. Brief Statement Of Work: The National Institute of Standards and Technology (NIST) has a requirement for the Construction of a Heating, Ventilation and Air Conditioning (HVAC) Research Laboratory (hereinafter referred to as the Intelligent Building Agents Laboratory) at the Gaithersburg, Maryland campus. The laboratory will be located inside an existing building and dedicated for the research and development of the next generation of building automation and controls technology. The research apparatus will consist of: 1) A 7 ton weather simulator air handling unit. 2) Two 3½ ton heating and cooling air handling units. 3) Four VAV terminal units. 4) Four zone simulator boxes. 5) Thermal Storage tank. 6) Heat exchangers. 7) Humidifiers. 8) Heating and cooling water pumps. 9) Heating and chilled water, steam and condensate piping Control valves with actuators. 10) Air distribution ductwork with intake and discharge louvers, control dampers with actuators, supply air diffusers and return air grilles. 11) Exhaust fan. 12) Miscellaneous controls and control sensor devices and ports. 13) Power panel and customized motor control center, control panel and mainframe computer rack. The sought contractor will provide all labor and material required to renovate the laboratory space and build the research apparatus as per design documents that will be issued with the formal solicitation. Requirements for Responding to this SSA: In five (5) pages or less, an interested capable construction service contractor shall respond to this SSA by submitting a Capability Statement. At a minimum, the statement shall include the following: 1) Company name and address, a contact person's name, telephone number, and email address and, if available, company website URL. 2) Company Size and Type (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hub Zone Small Business) or other. 3) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor. 4) Current EMR ratings furnished by their surety company. EMR shall be less than 1.0. 5) Statement of Responder Qualifications. The Responder shall provide narrative to illustrate the ability to provide all labor and material necessary for the construction of a high quality operational HVAC research laboratory with a minimum space of 2,000 SF. Research laboratory is defined as one in a commercial facility, college laboratory, or at a federal facility. 6) Statement of Bonding Capacity.
