- To fulfill its mission, the Department of Defense (DoD) Domestic Dependent Elementary and Secondary Schools (DDESS) must provide safe, timely and efficient transportation support for students traveling to and from curricular and co-curricular activities, after-school activities and clubs, sports practices and events, and other special school events in support of the education of dependents of DoD personnel residing on four (4) military installations in the Beaufort, South Carolina area. These installations are the Marine Corps Air Station (MCAS), Laurel Bay Housing, Marine Corps Recruit Depot Parris Island and the Naval Hospital-Beaufort in accordance with Department of Defense Regulation 4500.36-R. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) and does not commit the Government to a contract for any supplies or services. The Government will not pay for any efforts expended in responding to this sources sought. Not responding does not preclude participation in any future RFP when released. The solicitation will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offeror to monitor this site for additional information pertaining to this requirement. SCOPE OF WORK. The contractor shall provide the number of school buses required to accommodate all students, identified as eligible for transportation, to include all personnel (drivers and safety attendants), supervision, services, supplies and equipment (not otherwise provided by the Government) necessary to perform school transportation services to three (3) schools for the approximately 300 eligible dependents residing on four (4) military installations in the Beaufort, South Carolina area. Each school day the contractor shall provide one round-trip to and from school to authorize dependent students enrolled in DDESS schools who reside outside of the walking area and within the designated commuting area. Curb-to-curb transportation shall be provided for certain students with disabilities as determined in the student's individual education plan (IEP). This service may require specialized equipment including, but not limited to, special or adapted buses, lifts and ramps to provide transportation for a student witha disability. Contracted services must be in compliance with South Carolina Department of Education requirements for pupil transportation. Narratives are due no later than April 5, 2013, 2:00 PM, EST. Interested parties are requested to respond to this RFI with the following information: (a) narrative of capabilities for the requested services; (b) business name and address; (c) business point of contact's email address; and (d) business size relative to the NAICS provided in this announcement.
