THIS IS A SOURCES SOUGHT NOTICE REPRESENTING MARKET RESEARCH ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS, INVITATION FOR BIDS, OR REQUEST FOR PROPOSALS. NO CONTRACT AWARD WILL RESULT FROM THIS SOURCES SOUGHT NOTICE. The National Institutes of Health is conducting market research to determine the availability of small businesses capable of fulfill the National Institute of Environmental Health Sciences (NIEHS) at the Research Triangle Park, NC campus' need for an Indefinite-Delivery Indefinite-Quantity (IDIQ) multi-disciplinary contract for Architect-Engineer services. The NIEHS Research Triangle Park, NC campus includes Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC) facilities, biomedical research laboratories, administrative offices, a library, a cafeteria, a conference center, as well as mechanical, electrical, and interstitial spaces. The support service buildings are comprised of the following facilities: engineering and maintenance offices and shops, chemical storage, warehouse and computer/server facility, central utility plant, incinerator plant, primary electrical switch house, waste handling, and the clinical research unit. Architect-Engineer services are needed to support the mission of the NIEHS to include mechanical and electrical engineering expertise in the following areas/systems: AAALAC facilities; Biomedical research laboratories, biosafety level 2 (BLS 2) and 3 (BLS 3); high temperature hot water (HTHW) (400 degrees Fahrenheit at 315 psig); chilled water (42 - 46 degrees Fahrenheit); cooling tower/condenser water; primary, secondary, and tertiary pumping; HTHW and chilled water underground distribution piping; steam; reclaim water; incinerators; chemical storage; animal waste handling; central utility plant; heating, ventilation, and air conditioning; building automation; fume hoods; safety cabinets; primary electrical switchgear; electrical distribution; 13.8kV distribution primary voltage; lighting; information technology; plumbing; fire protection; fire alarm; interstitial spaces; energy conservation; LEED certification; and renovation work in occupied buildings. The types of Architect-Engineer services will be in support of the operations, maintenance, repair, and renovation of all NIH facilities and utility systems at the NIEHS campus. Eligible prime contractor firms must have a working office location within a 100 mile radius of the NIEHS Research Triangle Park, NC campus (located at 35.884 latitude, -78.884 longitude). This distance is determined according to http://www.freemaptools.com/measure-distance.htm. The North American industry Classification System (NAICS) Code is 541330 and the business size standard is $14.0 million dollars. The small business prime contractor will be required to meet the requirements of FAR Clause 52.219-14, Limitations on Subcontracting, in that "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Your Capability Statement should demonstrate how you plan to meet this requirement. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: The contractor must include in their Capability Statement, (1) the company name, address, phone number/e-mail address for POC at the company, certification of business size, and DUNS number, (2) staff expertise and experience along with their availability to perform the types of work identified above, (3) current in-house capability and capacity to perform the requirements of FAR 52.219-14, (4) prior completed projects of similar nature, and (5) examples of prior completed Government contracts, references, and other related information. The Capability Statement is limited to 15 pages in size. Interested vendors capable of furnishing the Government with the services specified in this Sources Sought notice should submit their Capability Statement to the e-mail address below. Capability Statements are due April 15, 2013, at 2:00PM Eastern Time (ET). The Capability Statement must reference Sources Sought Number HHSNIHSS201303NC. All responsible sources may submit a Capability Statement. Those Capability Statements received by the date and time identified above will be considered by the agency. Capability Statements must be submitted via e-mail only to daniel.burk@nih.gov. Faxed or postal mailed copies will not be accepted. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
