- SUBJECT: Request for Information (RFI) and Sources Sought, for the development of lighter weight personal body armor while meeting current Army armor requirements under the Foreign Comparative Test (FCT) Program. Background: Program Manager - Soldier Protection Equipment (PM-SPIE) in conjunction with the Office of the Secretary of Defense (OSD) is looking to fund a two year research and development effort for foreign vendors under the FCT Program who can propose an isostatic processing technique for armor plates that can reduce personal armor plates weight by 10% or more while meeting the current Army armor requirements. The primary purpose of this action is to reduce the soldiers load. The purpose of the RFI is to collect technical and cost information. No production contracts are anticipated at this time. Description: The isostatic processing technique shall produce personal armor plates that provide the same or better ballistic protection at a lighter weight than the current baseline suite of hard armor ballistic plates. The technical requirements are provided in the attached ESAPI Purchase Description dated 4 March 2013 and the XSAPI Purchase Description dated 4 March 2013. Submission Information: All interested vendors shall respond to the RFI by submitting the information below by 2:00pm EST on 16 April 2013: 1.Detailed description, in the form of a technical white paper, of their proposed isostatic processing technique intended to reduce the personal armor plates by 10% while meeting current Army armor requirements. Proprietary information should be clearly marked and will not be disclosed outside the U.S. Government. 2.Rough order of magnitude (ROM) price of the two year R&D effort. 3.Business name, address, business size and point of contact information (name, email and phone number). 4.For large businesses specify the extent of small business participation in the form of subcontracting for the effort. This information should be provided to the contracting office at US Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Division D, Branch F, ATTN: George Hubbard, Contract Specialist, by email at george.b.hubbard5.civ@mail.mil. The Government does not guarantee that this RFI will result in a Request for Proposal (RFP) or contract award, and will not provide reimbursement for any costs incurred by vendors who respond to the RFI. Interested vendors will be advised if and when the Government decides to pursue a formal RFP or solicitation.
