Description
The National Institute of Nursing Research, National Institutes of Health, intends to solicit a contract with the Inova Fairfax Hospital of Fairfax, Virginia to determine the biological mechanisms underlying the risk for the onset of post-traumatic stress disorder (PTSD) onset as well as long-lasting neurological impairments. In this study the NINR will categorize patients into two groups: 1) trauma patients who do not develop PTSD; and 2) trauma patients who do develop PTSD; to evaluate differences within these groups to determine the biological mechanisms underlying the risk for the onset of post-traumatic stress disorder (PTSD) onset as well as long-lasting neurological impairments. This study is important to design future care to prevent PTSD onset in those patients at high risk. This study will identify differences in the DNA methylation of stress related genes and concentrations of inflammatory proteins collected in blood and sweat which may contribute to a higher risk for PTSD onset; it will also identify the impact of PTSD onset on perceived health Data will be obtained from clinical procedures and medical records as part of standard of care to determine the eligibility of the patient. All patients admitted to trauma services are evaluated with the ISS and GCS as part of clinical care. Blood for research purposes will be taken when phlebotomy is done for clinical evaluation and/or treatment or in conjunction with clinical care. The requirement shall include: 1) recruitment of 120 patients total. Recruited patients will be enrolled over year 1, with an average of 10 patients enrolled per month; 2) the study will be completed in year 2, from the date that the contract is awarded and 3) this site will maintain at least 65% of the sample; 3) process samples to analyze epigenetic profiles and concentrations of inflammatory proteins at NIH (4) maintain the confidentiality of the data and to maintain current IRB approval at all study sites; and 5) provide secure back-up of all data essential to the project. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Inherent duplication of cost to the Government that is not expected to be recovered through competition makes competition unfeasible for this solicitation. This is not a request for proposals, proposal abstracts, or quotations and does not commit the Government to any contractual agreement. A Sources Sought Notice had been posted as HHSNIHODSBSS13003. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
