- The purpose of this modification is to change the solicitation number from RFQ-OH-13-00071 to SOL-CI-13-00029. Award will be made on a Best Value basis. All non-price evaluation criteria, when combined, are significantly more important that price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed dynamometer to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant corporate experience. The solicitation will be posted on the EPA website http://www.epa.gov/oam/cinn_cmd/index.htm#solam on or about April 5, 2013. All responsible sources may submit a proposal referencing which shall be considered by the agency.
