- Below is a list of answers to prospective vendors in regard to this combine synopsis/solicitation: 29 Mar 2013 Reference PWS Narrative Question PWS Section A Scope of Work "The Contractor shall provide all management, administrative support, supervision, personnel, equipment, tools, material, and other items or services necessary to perform all requirements necessary to manage the base Recycle Center on F.E. Warren (FEW) AFB, Wyoming. Is the contractor responsible for providing wire, fuel, and packaging supplies (such as pallet bander and shrink wrap?) NO, all associated supplies, materials required to support the operation of recycling equipment is the government's responsibility. PWS Section B Description of Services 1.2.1 "Contractor shall be responsible to haul mobile baler to various organizations, in order to process, and bale recyclable commodities on site, throughout the installation as required." This will require use of a truck and trailer. There are two (2) trailers identified as Government furnished in Section C.5 but no truck is listed. Is a truck the responsibility of the Contractor? YES, "vehicles" was added to PWS Section A., Scope of Work (see attached PWS). PWS Section B Description of Services 1.4 "Contractor shall proficiently operate all equipment assigned to the Recycle Center. Contractor is responsible for ensuring operator maintenance, inspections and safe operations are conducted for all recycle center equipment (i.e. processing equipment, recycle trailer, etc) Does operation of all equipment assigned to the Recycle Center include the annual maintenance/service such as oil changes or other any incidental repairs to equipment? NO, all government provided equipment maintenance & service repair is the responsibility of the government. PWS Section B Description of Services 2.2 "Contractor shall ensure all direct sale payment checks, sales receipts and weights are submitted to the QRP Manager, immediately or no later than the next business day. All payment checks will be written as "pay to the order of FEW QRP." Please clarify if this means that checks must be issued on the day of the transaction or on the date the Contractor receives payment from the vendor(s). No, all checks do not have to be issued on the transaction day, but all checks and paper work must be submitted to the QRP manager within one business day of receipt. PWS Section C Government- Furnished Property and Services 4. Facility "....Building 844, former Fawn Facility, will also be provided primarily for paper recycle processing and overflow storage as required." Is this facility required to be open from 0700 to 1700 Monday through Friday and if so, does the Government require it to be manned full-time? Building 844 is used as a paper processing / storage area and will only be manned as needed for paper operations. PWS Section C Government- Furnished Property and Services 5. Equipment "The Government shall provide the equipment to perform recycling...." Is all equipment used for recycling currently operational and capable of performing for its intended use, to include the paper Yes, but some parts are under repair Nexgen Baler - new photo sensor not responding as required (COR researching repair service). Machine still functional and able to bale cardboard as required. Industrial Paper Shredder - awaiting electrical power to operate machine. Paper Baler: Work order in progress to hardwire/install paper baler in building 844.
