- Below are answers to an interested vendor's questions: Questions regarding Recycle Center Manager Contract: 1. Are the expectations that the proposal will include costs to be covered by the U.S. Government, including salary, benefits, etc.? Will the Government be responsible to pay for the approved costs associated with the recycling program as agreed to in the contract? Yes. Proposal will include monthly/annual cost of recycle center management Yes, government pays the selected contractor according to the contract award amount. 2. The contract requires that the recycling program will "break even or better". Does all extra revenue above and beyond the break-even point return to the government? Yes, total revenue generated through the sales of all recycled commodity is retained and used by the QRP manager program to sustain recycling center operations contract. 3. If MCE is awarded this contract will we have the opportunity to re-place the bins that are currently located at the contract to locations around the base? No 4. If MCE is awarded this contract, would we have the ability to transport commodities from the base to our Missile Drive facility for processing, storage and shipment? No, all commodities generated on the installation is government property. Processing, storage, and sales arrangement are the contractors' responsibility. 5. The PWS makes reference to keeping records on equipment maintenance. Since the equipment is owned by the government, will the contractor be responsible to pay for any needed repairs or maintenance as part of the contract or will these expenses be reimbursed by the government? No, all equipment service and maintenance required will be the government's responsibility. The contractor is required to maintain daily operational maintenance as needed to process commodities. The contractor is responsible for damage repair cost due to neglect of equipment. 6. Are there any vehicles available to operate this contract? There is a requirement for the contractor to "haul the mobile baler to various organizations". Are trailers and vehicles available for this operation? No. The contractor shall provide the vehicles and other recycling equipment to process and haul commodities as required.
