NAVSEA eTWD System Solution

- In accordance with FAR 5.201, Naval Sea Systems Command (NAVSEA) intends to release solicitation N00024-13-R-4318 in order to conduct a full and open, firm fixed price competition for the acquisition of Commercial Off-The-Shelf (COTS) software and services to support that software. The COTS software and services will provide and sustain capabilities of the electronic Technical Work Document (eTWD) System Solution. The solicitation is projected to be released in the third quarter of fiscal year 2013. The eTWD System Solution provided by the Contractor will be a transformational change to the way NAVSEA performs depot-level ship ™s maintenance, repair and overhaul by replacing the current resource-intensive, paper-based ship repair work instructions with an electronic technical work document. The eTWD System Solution will integrate work instructions, drawings, data tables, digital signatures, and quality assurance forms into an online certifiable document. It will validate recorded data, auto-populate required forms, and enable online problem identification and resolution. Upon job completion, certification will be an electronic function within the eTWD System Solution that authenticates proper accomplishment of all work, endorsements, and tests to specified parameters. The overall goals of the eTWD System Solution initiative are to reduce the resources and time required to author, compile, issue, execute, and certify work while at the same time enabling the non-stop execution of work. NAVSEA anticipates the Base CLINs in the contract to require the following products and services: 1.Commercial Off-The-Shelf Software and initial Licensing (Development & Testing) 2.Configuration of COTS software for eTWD System Engineering and Management 3.Delivery of Increment One (1), eTWD System and Functionality Capability 4.Annual Software Maintenance Subscription 5.Technical Consultation The eTWD System Solution RFP is a continuation of market research and acquisition planning notices that began in August of 2011 with a Request For Information (Solicitation Number N00104-11-I-QU20) and continued with an Industry Day (Solicitation Number N00024-13-R-4306) in October of 2012 at the Washington Navy Yard. Both of the aforementioned Presolicitation Notices have attachments that interested parties may find informational. The applicable NAICS code is 541511. The issued solicitation will include a combination of base and option CLINs with a period of performance of 5 years beyond contract award date.
