Description
**PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about April 17, 2013. Description: The intent for this contract is to secure services to stormproof National Forest system roads 48N20 on the Klamath National Forest. The primary work items include the clearing, excavation, placement of riprap and culverts along the roadway. See the solicitation for a full description and location of work. There is a base project with the possibility of one option item. Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project. Location: The project is located in Siskiyou County, Road 8D002 and 48N20. From the Klamath National Forest Service Supervisors' office in Yreka proceed north on N. Main Street 1.7 miles and keep straight on SR-263 for approximately 8 miles, turn left after crossing the Klamath River bridge and proceed west on Hwy 96 for approximately 44 miles. Turn right at Seiad Creek Road. (8D002) and proceed along Seiad Creek for 3.8 miles to the end of the pavement and the start of the 48N20 project. Price Range: $500,000 - $1,000,000 Contract Time: 90 Calendar Days (Base) 15 additional days for the Option Estimated Start Date: July 1, 2013. Set-Aside: This project is 100% set aside for HubZone small business concerns. Bonds: A Bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than 4:30 p.m. PDT on date indicated on solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
