- Description
- This is a PRE-SOLICITATION NOTICE to announce the anticipated release of the solicitation for FDA Moving and Labor-Related Services on or about April 19, 2013. This requirement is being competed as a total small business 8(a) set-aside. The North American Industry Classification System (NAICS) Code is 484210. The purpose of the Moving and Labor-Related Services contract is to provide moving and labor-related services to the U.S. Food and Drug Administration (FDA) for all of its buildings in the Washington Metropolitan area (District of Columbia, Montgomery, and Prince George Counties in Maryland). FDA's goal is to consolidate approximately 39 federal government leased buildings to the FDA White Oak Campus, located in Silver Spring, MD. It is anticipated that each year the population of the Campus will increase by as little as 10 to over 2,600 employees in one move action until the Campus is completed. The 130-acre Campus will consist of new laboratories, office buildings and support facilities. FDA currently has five buildings in various stages of construction and approximately 6,500 employees on site. After the project is completed, there will be approximately 9,000 employees on site. Pursuant to FAR Parts 15 & 16.5, FDA anticipates the award of a single Indefinite Delivery/Indefinite Quantity (IDIQ) hybrid contract to support FDA Moving and Labor-Related Services. The contractor will be required to provide a full range of comprehensive moving and labor-related utility services for daily, small, and large move requirements, which include, but are not limited to: planning; estimating; warehouse management; operating locking docks; inventory control; transportation of government property from site to site or within site; assembly of systems furniture; the use of a system to manage task orders and budget validation; providing a designated amount of utility man hours on a monthly basis; and other related services. Task orders issued against the IDIQ portion of the contract will entail large and complex moves involving the relocation of specialized equipment and laboratory research animals. The Government anticipates hosting a Pre-Proposal Conference on this procurement on or about April 22, 2013. Specific information regarding the Pre-Proposal Conference will be provided in the Solicitation. The Solicitation will be made available on http://www.fbo.gov.
