- This document is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, Offers are being requested, and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government intends to solicit competitive offers. The system shall include all materials and equipment necessary to have a complete and operational Nurse Call System compliant with Department of Veterans Affairs design guide for mental health facilities.. 2.All work shall be performed by a licensed communications contractor approved by the manufacturer to install and perform service on the system as specified by these documents. 3.All necessary conduits, back boxes, raceways, pull boxes and Nurse Call Vendor supplied back boxes and cabinets shall be installed by the contractor using tamper proof fasteners in all areas possibly accessible by patients unless otherwise noted. The installation of the Nurse Call System will be coordinated with the installation of all related systems, as to have minimal disruption of the natural operations of the facility. 4.The contractor shall confirm what is being provided and that the Nurse Call System will integrate seamlessly with our existing GE Telligence Nurse Call and Ascom IP-Dect wireless communication Systems 5.The communications contractor shall confirm that the Nurse Call System will be capable of displaying a map view layout of the Veteran Affairs Central California Health Care System (VACCHCS) 6th Floor East Wing.. The contactor shall ensure that all tools and materials are secured or supervised at all times in such a manner to ensure that they cannot be accessed by the patient population and that at the end of each work shift that all tools and materials are secured and accounted for. 6.The contractor shall ensure that trained and qualified personnel are to install all components of the nurse call system. Contractor personnel shall provide proof of successful completion of training and certification, upon inquiry. 7.Service Call: Contractor personnel shall schedule with the Biomedical Engineering Technician in charge of the equipment. 8.Documentation: contractor shall provide individual service reports that reference services performed on the equipment at the conclusion installation. All Reports will be e-mailed or mailed to (VACCHCS) biomedical engineering department. 9.ID Badges, Parking, and Smoking Policy: 9.1.Badges: All Contractor personnel shall wear identification (ID) badges when on Veterans Affairs (VA) property and surrounding grounds. Contractor ID badges must have an identification picture, name of the individual and the represented company depicted on it. VA badges will also need to be worn while on VA grounds and should be obtained through the VA Police or Information Desk 9.2.Parking on VA grounds: Contractor personnel shall park only in designated parking areas. Parking information is available from the VA Police Service. The VA will not invalidate or make reimbursement for parking violations of Contractor personnel under any circumstances 9.3.Smoking: Smoking is not permitted within or around the VA Healthcare System facilities, except in designated areas 10.Hours of Performance: All services shall be performed during normal working hours of coverage from 8:00 am to 4:00 pm as scheduled with the Biomedical Engineering Department 11.Unless otherwise noted in the sections 11 through 12, the communications contractor will verify the following information with the facility: 11.1.Local Title 24 California Building Standards Code and Department of Veterans Affairs office office of construction and Facilites Management guidlinesregarding the requirements for use of plenum cable. 11.2.Local Title 24 California Building Standards Code and Department of Veterans Affairs office office of construction and Facilites Management guidelines regarding the requirements for fire wall penetrations.) 11.3.Facility instructions regarding securing cables and conduits. 11.4.Facility instructions regarding installation of devices in patient accessible areas on a psychiatric ward. 12.All equipment shall be new, in current production.. The equipment supplied shall comply with all current Title 24 California Building Standards Code and Department of Veterans Affairs office office of construction and Facilites Management guidelines and requirements. All items of equipment including wire shall be designed for or approved by the manufacturer to operate as a complete system and shall be accompanied by the manufacturer's technical specification sheets. Each major component shall bear the manufacturer's name, catalog number and its UL label. 13.The installing communications contractor shall provide a (12) month, labor and materials warranty from the date of acceptance by the facilityThis shall guarantee that the system will operate per the manufacturer's specifications and that the system has been installed per the manufacturer's recommendations. This guarantee is coverage during normal business hours unless the Nurse Call System functional capabilities are affecting the normal operation of the facility. 14.The nursing staff that will be using the equipment shall be provided training by a factory trained representative of the communication contractor. This training will include group-training sessions in such a manner as to provide each staff member the confidence to operate the equipment effectively. This training shall involve all typical normal operation shifts, 7:30AM to 8:00PM and 8:00PM to 7:30AM, of the facility. Two factory service school training courses shall also be provided to the maintenance staff on the operation and troubleshooting of service alarms on the system. 15.The nurse call system shall consist of a microprocessor-based master station with a minimum 20 inch high definition color touch screen display, full keyboard, and or telephone style handset supporting full duplex audio. The master station shall provide a geographic layout of the nursing floor showing touch point icons for each room, indicating pending calls, assigned services, and location of staff members in those rooms by type and level, along with their geographic relationship to each other. 16.The master station shall also provide audio communications with patient stations, staff stations and staff duty stations. These stations work together with emergency stations, code blue stations, door reset stations, zone lights and corridor lights to build a complete and operable call system. A central power supply assembly shall provide audio amplification and power to the nurse call system, and shall serve as the wiring termination point. 17. 18.The Nurse Call System shall consist of power supplies, master stations, single patient stations, duty/staff stations, dome lights, and all hardware required to provide a complete operating system as noted on the construction plans. 19.At the master station the system will require an emergency power outlet to plug in the uninterruptible power supply that the Computer Processing Unit (CPU will plug into. The central power supplies will require an emergency power outlet to plug the uninterruptible power supply that the Nurse Call System power supplies will plug into. Both of these circuits should be a dedicated computer grade 120 volts, 60 Hertz, 20 amps, and critical care emergency power circuit, installed in accordance with all applicable national and local codes. The uninterruptible power supply (UPS device will be capable of providing a minimum of 1 hour of backup operation. 20.The communications contractor shall demonstrate to the facility that all systems have been installed per the plans and specifications and that all programming functions, display functions, Methods of individual calls, methods of initiating call, capture functions and all interfaced equipment operates as expected. 21.The communications contractor shall demonstrate to the facility that all the end user and staff has a working knowledge of how to operate the installed equipment and that the facilities staff also has a working knowledge of the troubleshooting methods for non-critical service problems. 22.The communications contractor shall have a form signed by the Facilities representative, agreeing that the installation is complete and its operation is acceptable this will also serve as the start of the warranty period. ADDENDUM TO FAR 52.212-1 Instructions to Offerors -- Commercial Items (Feb 2012) (m) - Only electronic offers will be accepted by 6:00 PM PDT April, 9th 2013. (o) - Offerors must describe their product adequately that the VA may determine if it meets the salient characteristics listed in 52.212-2 52.212-2 -- Evaluation -- Commercial Items (Jan 1999) All offered endoscopes must be compatible with all processors and light sources on the list. All probes must be compatible with and fit within channels of all offered endoscopes. Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule in Section B. The Government will award to the lowest priced, responsible, offeror that meets the following salient characteristics: Nurse call stations must be able to provide two-way communication between Nursing and Patients. 1.Stations must be able to seamlessly integrate with currently owned ASCOM communication equipment. Ascom IP-Dect. 2.Stations must be able to communicate with current Nurse Call Systems GE Telligence. 3.Staff console provides and easy to use a color touch) screen where selected features can be removed or password protected simplifying operation. 4.Station must have features that assist with alarm fatigue such as a cleaning mode which allows the unit to be temporarily locked out without generating alarms. Station must have ability to upgrade a call to selectable level to improve safety and add efficiencies in times where seconds matter. 5.Station must have ability to adjust talk & listen audio levels on a bed by bed basis improving communications between patients and staff, saving steps and reducing frustration 6.Station must have stations equipped with sealed buttons to assist with infection control. 7.. 8.Station must have Patient stations that Psychiatric ward service compliant. 9.Stations must have a simplified deployment of wireless integrations via direct interfaces thereby eliminating the need for middleware. 10.Station must have configuration flexibility which allows for interchangeable parts, reducing the investment in spare parts needed to maintain the system. 11.Station must have a Field configurable button labels eliminating the need to purchase more parts or customize the system to meet clinical staff needs. 12.Station must have central equipment hardware which has integrated power supplies that reduces the number of components to purchase, maintain while also reducing wall or rack space needed to mount equipment. 13.Station must have flexible cable plan (bus or home run) does not require both with deployment of graphical display in patient room. 14.All screws used for this installation in patient accessible areas must be tamper proof and secured. 15.All devices installed in patient accessible areas must be Psychiatric ward service compliant. 16.The nurse call system must have the ability to provide the interfaces required to work with the following equipment that we currently own: 16.1.Ascom Wireless Telephone Integration - (IP Dect 16.2.The nurse call system must be able to connect to a Local Area Network (LAN). 16.2.1.LAN must be a 100BaseT Ethernet network. 16.2.2.LAN must include Ethernet hubs as required to connect all the master stations together to form the network. This must be accomplished by using a minimum of CAT 5E cabling from each of the central control equipment locations 17.The master station must consist of an IBM-PC compatible computer with a color touch screen display, full keyboard and mouse. The master station must provide audio communication with all the systems audio stations and will be the central control point for the nurse call system 18.The main call screen must include information fields for display of the room and bed assignment, the information must appear in these fields automatically whenever communication to a patient station is established. Each call location must be represented by a square graphic touch point on the screen called a "room square". Each "room square" must show call and communication status for that location by changing color and displaying a text message of the event. The colored event indicators must be configurable with the following settings as a default: 18.1.ANSWER NEXT/CANCEL - This button must be dual purpose; it must display the "answer/next" message when calls are pending in the system, or provide the "cancel" function when audio communication is established to a room. 18.2.Touching the Page Button must provide access to the page screen which must allow you to select the following options: 18.2.1.Staff Page - Only where staff is located that have audio 18.2.2.All Page - All rooms with audio 18.2.3.Message Page - To Pocket Pagers 18.2.4.Call a Station - In a networked system allows calls to other masters 18.3.ADMINISTRATION - Touching the Administration Button must provide access to the following functions: 18.3.1.Patient Information - Accesses the data base information 18.3.2.System Setup - Accesses the configuration setups for the auxiliary systems interfaced to the Nurse Call System 18.3.3.Maintenance - Accesses system configuration and calibration data. 18.4.Incoming calls must annunciate with distinct, audible chime tones for their corresponding call priority. Calls may be answered out of sequence by touching the desired "room square" showing an active call and lifting the handset. There are four distinct tones, one for each priority level as noted below: 18.4.1.PRIORITY TYPE OF LEVEL CALL 18.4.2.ONE CODE BLUE 18.4.3.TWO 18.4.4.EMERGENCY - STAFF 18.4.5.EMERGENCY - AUXILIARY 18.4.6.EMERGENCY - SHOWER 18.4.7.EMERGENCY - TOILET 18.4.8.THREE PRIORITY -PATIENT 18.4.9.STAFF ASSIST (PATIENT ROOM) 18.4.10.ROUTINE - PATIENT 18.4.11.FOUR ROUTINE - AUX #1 18.4.12.ROUTINE - AUX #2 18.4.13.ROUTINE - STAFF 18.5.Service reminder requests for each of the available staff presence levels in the system must be available for any patient location. The reminder must also include a descriptive message of the service requested by the patient. All services assigned must be cancelled in the room by registering a staff's presence in that room. The overtime reminder must warn the master station if no response to the service request has happened in the time programmed for this operation. 19.Components: 19.1.Audio Type Stations 19.2.Each audio type station has the capacity to have the following functions via buttons on the face of the device. There are two configurations of button layout, the first one is a two button arrangement and the second is a four button arrangement. The following features are available on all stations: 19.2.1.CALL - press to make a call to the master station 19.2.2.EMERG - places a staff emergency call 19.2.3.RN - Staff presence 19.2.4.Aide - Staff presence 19.3.Single Patient Station 19.3.1.The single patient stations will feature four push button controls, secured with tamper proof fasteners and compliant with psychiatric ward compliant. All single patient stations must mount in a standard three gang electrical back box opening. 19.4.Staff Station 19.4.1.The staff station provides an intercom path to the master station. If configured it can have the same button functions as a patient station. All Staff Stations must mount in a standard three gang electrical back box opening. Be installed tamper proof fasteners and compliant with psychiatric ward compliant. 19.5.Staff/Duty Station 19.5.1.Each of these stations must mount in a standard one gang electrical back box opening. The toilet and shower stations will have internal and external neoprene rubber gaskets to prevent excess moisture from accumulating inside the station 19.6.Toilet Emergency Station 19.6.1.This is a wall mounted signaling device that has reset button that activates a latching call when pushed 19.7.Shower Emergency Station 19.7.1.This is a wall mounted signaling device that is waterproof and can only be installed where there is a toilet emergency station that will reset it. It has a push button that activates a latching call when pushed. 19.8.All equipment assignments must apply and be visible on any master station on the network. Systems not being able to recognize a staff or equipment assignment from one master station. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) VAAR 852.211-73 Brand Name or Equal (Jan 2008) (a) If items called for by this invitation for bids have been identified in the schedule by a "brand name or equal" description, such identification is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. Bids offering "equal" products (including products of the brand name manufacturer other than the one described by brand name) will be considered for award if such products are clearly identified in the bids and are determined by the Government to meet fully the salient characteristics requirements listed in the invitation. (b) Unless the bidder clearly indicates in the bid that the bidder is offering an "equal" product, the bid shall be considered as offering a brand name product referenced in the invitation for bids. (c) (1) If the bidder proposes to furnish an "equal" product, the brand name, if any, of the product to be furnished shall be inserted in the space provided in the invitation for bids, or such product shall be otherwise clearly identified in the bid. The evaluation of bids and the determination as to equality of the product offered shall be the responsibility of the Government and will be based on information furnished by the bidder or identified in his/her bid as well as other information reasonably available to the purchasing activity. CAUTION TO BIDDERS. The purchasing activity is not responsible for locating or securing any information that is not identified in the bid and reasonably available to the purchasing activity. Accordingly, to insure that sufficient information is available, the bidder must furnish as a part of his/her bid all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to: (i) Determine whether the product offered meets the salient characteristics requirement of the Invitation for Bids, and (ii) Establish exactly what the bidder proposes to furnish and what the Government would be binding itself to purchase by making an award. The information furnished may include specific references to information previously furnished or to information otherwise available to the purchasing activity. (2) If the bidder proposes to modify a product so as to make it conform to the requirements of the Invitation for Bids, he/she shall: (i) Include in his/her bid a clear description of such proposed modifications, and (ii) Clearly mark any descriptive material to show the proposed modifications. (3) Modifications proposed after bid opening to make a product conform to a brand name product referenced in the Invitation for Bids will not be considered.
