This is an RFI released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes, and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. The U.S. Customs and Border Protection (CBP) is not at this time seeking proposals. CBP will not pay for any cost associated with responding to this RFI. All costs will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be posted in the Federal Business Opportunities (http://www.fbo.gov). Interested parties are advised to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. CBP is an agency of the Department of Homeland Security (DHS) whose mission is to prevent the illegal flow of people and goods across U.S. air, land, and sea borders while expediting the safe flow of lawful travel and commerce. As the nation's single, unified border agency, CBP's mission is vitally important for the protection of the American people and the national economy. CBP represents the first line of defense of America's borders. One of CBP's strategic objectives is to establish and maintain effective control of air, land, and maritime borders with the appropriate mix of infrastructure, technology, and personnel. An integral component to this situational awareness is the use of mobile video surveillance systems, which provide information on the location and movement of potential Items of Interest (IoIs). Purpose: The purpose of this RFI is to seek industry information about existing commercial mobile video surveillance systems. This RFI is not seeking information about mobile video surveillance systems which are in the developmental phase. CBP consistently seeks to obtain information and comments from industry that will provide the agency with insight into market conditions and/or scientific advances that will aid in the refinements of requirements and the formation of an acquisition strategy for mobile video surveillance systems. CBP plans to utilize mobile video surveillance technology to enhance agents' ability to detect and track illegal incursions and to provide CBP agents with improved situational awareness between the Ports of Entry (POE). This RFI is designed to conduct market research to determine the current level of technology and availability of such technology in the current market. CBP is interested in obtaining information related to existing, fully developed, and integrated mobile video surveillance system technology described in the following sections. CBP intends to deploy these surveillance systems as part of a tailored, layered approach to improve situational awareness along the U.S. Southwest Border. There is no intent to develop any items or systems under this program. Small businesses are encouraged to respond to this RFI in order to assist CBP in determining the potential level of interest, adequate competition, and technical capability of the Small Business community to fulfill this requirement. However, responses to this RFI are solicited from all interested parties. Solicitation: U.S. Customs and Border Protection (CBP) Agency expects to release the Mobile Video Surveillance System (MVSS) Request for Proposals (RFP) between April 26, 2013 and May 26, 2013. The Government will provide an update on FBO.gov if this estimated solicitation release changes.
