Description
Synopsis: This is a sources sought/request for information (RFI) synopsis stating that the United States Army is seeking potential vendors for a contemplated competitive solicitation for the purchase of a radiant heated carpet system to be used in military shelters. Please be advised that this is for informational purposes only, and does not constitute a Request for Proposal(RFP)or Request for Quotation(RFQ). The Government is not responsible for any cost incurred in providing this information. Scope of Work: The U.S. Army Natick Soldier Research Development and Engineering Center, in support of STEFD, is conducting a market research investigation for a potential purchase of a radiant heated carpet system to be used in military shelters. Firms responding shall indicate whether or not they are a small business. This notice is for market research only. Responses will consist of an unclassified white paper. At a minimum, the white paper shall provide a description of the technical approach and a statement on the ability to meet the attached objectives and system requirements. This is not a request for quotations. No solicitation document exists. The information received under this announcement may be used by the Government for developing an acquisition strategy. Shelter Radiant Heating System (SRHS) Requirements: The system shall include all additional accessories, operational equipment and connectivity for integration with existing shelters, power grids, and other infrastructure. The system shall exhibit a packed shipping footprint no larger than 3ft by 4ft, and a height of less than 4ft tall in order to fit four (4) complete systems in the bottom level of a TRICON container. This mimics the existing packed configuration employed by Force Provider when shipping four (4) Hunter F-100 ECUs: http://www.hdtglobal.com/site_media/uploads/files/products/data_sheets/product/HDT_F100_60K_ECU_12.pdf The system shall weigh no more than 200lbs in a packed configuration. The system shall be deployable by 2 soldiers and not require any material handling equipment (MHE), i.e. forklifts. The system shall be deployed and operational within 15 minutes. The system shall be no larger than a rectangle of dimensions 18 ft. by 30 ft., to be deployed in a 21 ft. by 32 ft. HDT Airbeam shelter system (http://www.hdtglobal.com/site_media/uploads/files/HDT_Vertigo_STAT32.pdf). The system shall connect to a standard 60 Amp quote mark L-class quote mark military power connector (208 Volts, 3-Phase) and draw no more than 50 Amps when operating at full capacity. The system shall, in the case of hydronic operation, interface with existing hot water heat exchangers, or provide a self-contained means of heating and circulating the heat transfer fluid. The system shall be sealed against any and all environmental factors. These factors include but are not limited to corrosion, and short circuiting due to water infiltration. The system shall be safe to deploy and operate. The system shall exhibit durability against mechanical abrasion and/or puncture from equipment, furniture and footwear. The system shall provide a perceived shelter interior temperature of 68 deg. F. or higher while deployed in ambient temperatures of -25 deg. F. The system shall control to a quote mark perceived quote mark temperature that exhibits a hysteresis lower than +/-3 deg. F. The system shall provide a user adjustable quote mark perceived quote mark temperature set point, allowing a set point between 60 deg. F. and 85 deg. F. Objectives: The vendor shall provide a means to quantify perceived heat emitted by the radiant floor, and devise a method by which the quote mark perceived quote mark shelter interior temperature may be automatically controlled. *Thermocouples suspended in air are not a sufficient means of sensing interior temperatures as the radiant system does not effectively heat air.* The vendor shall build a prototype system that is more energy efficient than the incumbent HDT F-100 electrical ECU at heating a shelter system in extreme cold environments. The vendor shall be able to complete this effort, and deliver the system after a 3 month period of performance. Responses to this RFI should be constructed as a Microsoft Word or Adobe Acrobat document containing a product description, summary of testing, cost estimation, and any other relevant information. This notice serves as a Request for Information (RFI) in support of market research. All information received will be used for planning purposes only. This notice does not constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The government will not award a contract based on this notice and will not reimburse respondents for any cost associated with responses to it. *Note: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This notice is not a confirmation that the Government will contract for the items contained in the RFI, nor is any commitment on the part of the Government to award a contract implied. The Government shall not pay and/or reimburse respondents and/or associates for any costs incurred to submit the requested information. Responses to the RFI will not be returned. All information received in response to this RFI that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(c), response to this RFI is not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued for information, market research and/or planning purposes only and does not constitute a solicitation.
