- Attached NSN listing cites the items that are anticipated to be awarded on the initial contract or added at some time during the life of the contract. The Defense Logistics Agency (DLA) is issuing a solicitation to procure sole source General Electric Aviation items (GEAS). Items in the solicitation population are sole source to any GEAS CAGE code. The solicitation will be unrestricted using Other Than Full and Open Competition as prescribed by FAR 6.302-1. The solicitation is expected to result in an Indefinite Quantity Contract (IQC) which will include a 5 year base period and a single 4 year option for a potential duration of 9 years. The contract will be fixed price with Prospective Price Redetermination occurring every three years. This acquisition will include consumables managed by the DLA and Depot Level Reparables (DLRs) managed by the military services. The solicited items are categorized by multiple Federal Supply Classes (FSCs). 1415 sole source GEAS NSNs have been identified as candidates for this acquisition. Additional sole source GEAS items may be added throughout the life of the contract. DLA does not currently possess technical data for any of the NSNs to be solicited. Alternate offers must submit a complete technical data package for each solicited NSN to be considered. Any items found to be competitive will be removed. Shipments will be to a Continental United States (CONUS) depot. Consumable items are FOB Destination and DLRs are FOB Origin. Surplus dealers and small business distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. Surplus offers must provide a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material and adequate traceability documentation to show that offered product is acceptable. A copy of the RFP will be available via the DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil/RFP.
