- This is a Pre-Solicitation Notice. This is NOT a Request for Quote (RFQ)Solicitation. The Mission and Installation Contracting Command-Fort Bragg (MICC-FB), North Carolina intends to procure a non-personnel services contract to provide Red-cockaded Woodpecker (RCW) Cavity Tree Survey Support Services for the Endangered Species Branch, located on Fort Bragg, North Carolina. General Background: Comprehensive surveys for new cavity trees will be conducted on Army lands that support RCWs. All pine trees inhabited by the federally endangered RCW must be located and protected from activities that may lead to harm or harassment. Old-growth pine trees are the preferred nesting/roosting substrate for RCWs. Old-growth pine trees, located on Fort Bragg exist as scattered individual trees on uplands and individual or small groups of pines located in low lying areas or drains. Old-growth pines usually, but not always, have a large diameter, may have been boxed for resin production, may have one (1) or more red-heart fungus conchs on the bole, and virtually all have very large, often deformed, branches. These pines usually, but not always, have a flat-topped appearance and are at least 150-175 years old. The work to be performed will satisfy the Management Guidelines of the RCW on Army Installations. This will be a 100% set-aside for Small Business. This requirement will result in a firm-fixed price contract. The estimated period of performance shall be for one (1) base year of 12 months and four (4) 12-month option years. The anticipated Period of Performance will commence on or about 1 June 2013 - 31 May 2014 and continue through 1 June 2017 - 31 May 2018. This requirement was determined to be classified under North American Industrial Classification System (NAICS) code 541620 quote mark Environmental Consulting Services, quote mark with a size standard of $14 million. It is anticipated that the Request for Quote will be issued electronically on or about 1 May 2013 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the Solicitation (RFQ) is posted, it is incumbent upon all interested parties to review this site frequently for any update/amendments to any and all documents. All prospective Contractors must be registered in the Central Contractor Registration (CCR)/System for Award Management (SAM) in order to be eligible for award.
