Description
Thermoluminescent (TLD) cards for the Navy ™s Radiation dosimeter badge DT-702 The Naval Surface Warfare Center, Carderock Division (NSWCCD) in support of the Naval Systems Command ™s ™RADIAC Program Office SEA 04RN is seeking information from vendors who may be interested in fabricating TLD cards for the Navy ™s Personnel Radiation Dosimeter badge DT-702. Currently, the dosimeter badge and the reader are fabricated and provided by Thermo Fisher. The intent is to seek alternate vendors for the TLD card only. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes “ it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party ™s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Description The Navy is researching vendors who can produce thermo-luminescent (TL) cards currently in use in the Navy's personnel radiation dosimetry badge DT-702. This badge is used to monitor deep and shallow dose from high and low energy photons, beta rays and neutrons. The Navy currently uses a four-element TLD badge consisting of high sensitivity lithium fluoride (LiF: Mg, Cu, P) chips. The chips are encapsulated in clear thin Teflon sheets, mounted on an aluminum card, and placed in a plastic holder which holds appropriate filters for each of the four elements. Two chips of same thickness are made of TLD-700H (containing natural lithium) material, with one positioned behind a copper filter and another positioned behind a Teflon filter in the holder. A third, thinner TLD-700H chip is positioned behind a mylar window in the holder. The fourth chip, made of TLD-600H (containing enriched 6Li to detect thermal neutrons) is positioned behind a tin filter in the holder. An appropriate algorithm based on the response of these chips determines shallow and deep dose and neutron exposure to meet the requirements of all the categories defined in ANSI/HPS N13.11-2009. The current research is confined to identify the vendors which have the capability to manufacture the TLD cards which can exactly replace the current cards in form, fit and function in the current plastic holders. Responses Interested parties are requested to respond to this RFI with a white paper. White papers in Microsoft Word for Office 2010 compatible format are due no later than 02 MAY 2013, 17:00 EDT. Responses shall be limited to 10 pages and submitted via e-mail only to stanley.mavrogianis@navy.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Industry Discussions NSWCCD representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements. Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can fabricate TLD cards for the Navy ™s radiation dosimeter badge DT-702. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
