Description
This is a COMBINED SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Vendors shall provide rate sheets and a written solicitation will not be issued. Solicitation Number L13PS00248 is used as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-61. NAICS code 532490; size standard $7.0M. Background: Rental of tractors; agricultural type, rubber-tracked. BPAs will be issued to rent tractors for the BLM Oregon State Office. Area of responsibility locations are in Prineville, Vale, Lakeview and Burns, Oregon. Fifth office is located in Spokane, Washington.. DESCRIPTION OF WORK This RFQ will result in multiple BPAs for statewide Services to rent: Tractors shall be agricultural-type, rubber-tired or rubber-tracked tractors equipped with the following: a) Drawbar, suitable for use with designated tractor horsepower; b) Four-wheel drive; c) Fully enclosed cab with functional heater, air conditioning, AM/FM radio and seatbelts; d) Front and rear working lighting; e) Safety flashers and Slow Moving Vehicle placard; f) Factory rated as 115 horsepower (minimum) measured at the drawbar, a minimum GVWR of 25,000 lbs. g) Width between front tires as measured from middle of each tire shall be 72 minimum. ANNUAL Estimated Quantity: 8 Option: Estimated Quantity: 5 Payments will be made upon receipt of billings from the Contractor, through Invoice Processing Platform (IPP). Payments will be processed upon receipt of the invoice within 30 days through electronic funds transfer by the BLM National Business Center in Denver. PERFORMANCE TIME: The Blanket Purchase Agreements (BPAs) will be awarded for five (5) years.
