- Sources Sought only. This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. No funds have been authorized, appropriated, or received for this effort. Place of Performance: Department of Veterans Affairs Syracuse VA Medical Center 800 Irving Avenue Syracuse, New York 13210-2716 Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential offerors capable of providing full service maintenance, software and product upgrades at no charge, unlimited technical support, and 2-day emergency response services. The service agreement will cover the following government furnished equipment: ManufacturerModelEE#Serial # LumenisUltraPulse Encore 207568623 All repair personnel must be fully qualified, OEM certified in order to work on this equipment and shall maintain equipment IAW OEM specifications and conformance standards. Fully Qualified is based upon training and experience in the field. For training, the contractor must have the skills, training from Lumenis, and experience to be qualified to repair and maintain the Lumenis UltraPulse Encore unit. Certifications and/or training records may be requested. SCOPE OF WORK: This is a Service and Maintenance Contract for a Lumenis UltraPulse Encore unit currently in use at the Syracuse VA Medical Center. Contractor shall provide all supervision, tools, equipment, labor, and materials necessary to provide full preventative maintenance services and 2-day response for emergency support, including comprehensive coverage that includes all costs for emergency service, and all parts including the laser tube. The contractor shall provide continuous support on the Lumenis UltraPulse Encore unit providing all necessary labor and materials for VA owned equipment, and service shall include 2 preventative maintenance visits per year. The contractor must have the skills, training from Lumenis, and experience to be qualified to repair and maintain the Lumenis UltraPulse Encore unit. The contractor must comply with the following general requirements: a)The Contractor shall comply with Federal, State, and Local Laws, plus any Federal Regulations as applicable to the performance of this contract. b)The Contractor shall not accept any instructions issued by any person employed by the U. S. Government, other than: the Contracting Officer (CO), or the Contracting Officers Representative (COR), all acting within the limits of their authority. c)The Contractor shall be qualified / authorized by the Original Equipment Manufacturer (OEM) in the repair of all equipment listed within this contract. Contractor shall maintain qualifications throughout entire contract period. Qualification includes but not limited to the certification of all repair persons and repair facilities by the OEM as being trained / qualified to perform required repairs. The Government shall maintain the right to seek proof of qualification prior to award and anytime during contract period of performance HOURS OF COVERAGE: A.Normal business hours of coverage are: telephonic support - Monday through Friday from 8am to 5pm, excluding Federal holidays as listed in paragraph B below; and online support 24hr/day, 7 days/week. All service will be performed during normal business hours of coverage. B.Federal Holidays observed are: New Years DayLabor Day Martin Luther King Jr. DayColumbus Day President's DayVeterans Day Memorial DayThanksgiving Day Independence DayChristmas Day Any other day specifically declared by the President of the United States to be a National holiday. Response: Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. All offerors must be registered in the System for Award Management (www.sam.com) and Representations and Certifications must be completed prior to any future award. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the full maintenance and repair service on equipment listed. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 811219 ($19.0 Million). Any offeror capable of providing this service shall notify the Contracting Officer by email within 7 calendar days from the date of the publication of this sources sought notice.
