- Description
- The Colville National Forest, Okanogan-Wenatchee National Forest, and the Mt. Baker-Snoqualmie National Forest have a variety of support facilities. These facilities support all Forest missions for public users and agency staff. Maintenance and updating of these facilities is required on a regular basis. STATEMENT OF NEED The intent of this acquisition is to award up to eight (8) IDIQ contracts for each zone and award associated task orders for facilities maintenance requirements. Due to funding limitations the number of IDIQ contracts awarded for Zone 1 (Colville) may be fewer than eight. The scope of work under these contracts will include, but not limited to: • General carpentry (rough, framing, siding, and finish); • Window, door and/or glass replacement (commercial and residential); • Painting (interior and exterior); • Flooring installation (all types); • Concrete (formwork, placement and finishing); • General Maintenance (handyman, miscellaneous items); • HVAC repairs; • Electrical (work requiring a licensed electrician); • Plumbing (exterior water and sewer line repairs and building interior plumbing); • Roofing repair and replacement; and • Building demolition and disposal. CONTRACT TYPES Contract types will be a combination of Firm-Fixed-Price (FFP), Time-and-Materials (T&M), and Labor-Hour (LH). PRICE RANGE The estimated construction range of magnitude for the individual project task orders will be between $ 2,000 and $1,000,000 with no more than $4,999,995 (ceiling) cumulative over the three years. IDIQ CONTRACT TERM The effective period for each IDIQ contract will be three years with no option periods. The period of performance for work ordered will be established at the task order level. The proposed performance period end date is: December 31, 2015. ESTIMATED DATE SOLICTATION WILL BE ISSUED On or around April 22, 2013. DESIRED START DATE On or around June 1, 2013. PROJECT LOCATIONS Colville National Forest Okanogan-Wenatchee National Forest Mt. Baker-Snoqualmie National Forest BID GUARANTEES / BONDING REQUIREMENTS As stipulated under FAR 28.101, bid guarantees will be solicited when performance and payment bonds are required. FAR clause 52.221-1 Bid Guarantee will be included in the base IDIQ for enforcement under the applicable task orders. As required under FAR 28.102 any task order that will exceed $150,000 will require performance and payment bonds. FAR clause 52.228-15 Performance and Payment Bonds-Construction will be included in the base IDIQ. The bonding capacity of potential awardees will be validated by the CO prior to base contract award. All questions and answers will be issued as an amendment to the solicitation when issued.
