- This is a sources sought announcement only. There is no solicitation available at this time. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Huachuca Division is conducting market research to determine small business capabilities for the recompetition of Contract W91RUS-10-D-0002, Pacific Theater Network Operations and Security Center (PAC-TNOSC). The PAC-TNOSC is responsible to the Pacific Theater G6; 311th Signal Command (Theater) 311th SC(T) for the computer network defense (CND) and security of the Army in the Pacific's Area of Responsibility (AOR) known as the Pacific LandWarNet (PLWN). The information technology (IT) requirements to be provided under the PAC-TNOSC requires non-personal Active Directory (AD) services for NIPRNET, SIPRNET and coalition systems such as the Combined Enterprise Regional Information Exchange System (CENTRIXS) being implemented within the PLWN. There are plans for CENTRIXS - JPN, CENTRIXS - K (Korea), and CENTRIXS-FE (Four Eyes-AUS, CAN, GB, USA). The AD services provided are for elements of the United States Army, Network Enterprise Technology Command (NETCOM), /311th SC (T), 4th Sig Ctr (T) mission and its supported customers 24 hours per day, 7 days per week, including federal holidays. The Contractor shall provide dedicated on-site and off-site AD services accordingly. This AD support shall consist of installing, operating, administering, and maintaining various AD systems and operating systems installed in the 4th Sig Ctr (T) or maintained by the 4th Sig Ctr (T) at various PLWN sites. The PAC-TNOSC environment support includes any hardware, software, application, tool, or system used by the Government, whether developed, leased or commercially purchased and including legacy, current, and new systems at various lifecycle stages, and any future applications/systems not currently identified. The Contractor shall administer, operate, manage and maintain the currency of information according to Information Assurance Vulnerability Management (IAVM) and Defense Information Security Agency (DISA) Security Technical Implementation Guides (STIGs) pertinent to assigned telecommunications and information systems. The Contractor shall provide all personnel, management, transportation, equipment, and other related services and supplies, except as otherwise specified. Currently, work is performed at the following primary installations in the Pacific: Ft. Shafter, Schofield Barracks and Wheeler Army Air Field, (Hawaii); Ft. Richardson, Ft. Wainwright and Ft. Greely, (Alaska); Camp Zama (Japan); and Ft. Buckner (Okinawa, Japan). It also includes equipment located at secondary geographically separated units (GSU) in the PLWN AOR. The anticipated period of performance is a one year base period plus two option years. There will be a 30-day phase-in period for contractor transition. The contract type intended is Firm Fixed Price (FFP). A Secret clearance granted by the Defense Industrial Security Clearance Office (DISCO) shall be required prior to performing any part of the contract in addition to IT I level access and IAT III certification. For the purpose of this acquisition, the intended NAICS Code will be 517110. If you believe your firm qualifies as a small business under the aforementioned criteria and has qualified personnel, relevant past performance experience, and the technical capability to perform the type of work specified in the attached draft Performance Work Statement (PWS), please submit a technical capability statement including the following information: (1) company name and mailing address (2) point of contact (name, telephone number, and e-mail address) (3) socio-economic status (small business, small disadvantaged business, woman-owned business, veteran-owned business, etc.) (4) number of employees (5) revenue for the past 3 years and (6) a brief summary of your company's experience and past performance within the past 3 years as it relates to the magnitude and scope of the requirements outlined in the attached draft PWS. Each company experience (Government or commercial) should include (a) name of project (b) brief description of project (c) contract or project number (d) client/customer point of contact (name, address, phone number, e-mail address) (e) dollar value of the contract/project (f) period of performance of the contract/project and (g) relevance of contract/project to requirements in the draft PWS. Technical capability statements can be submitted in your own format and shall be 10 pages or less. Again, this announcement is being used solely to determine if sufficient small business capability exists to set aside this acquisition for small businesses. This is not a request for proposals nor is the technical capability statement considered to be a proposal. Large businesses should not respond to this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
