Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-66. This is a Request for Quotes (RFQ) and is 100% set aside for small businesses. The associated North American Industry Classification System (NAICS) code for the procurement is 334516 and the Small Business size standard is 500 employees. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) has a requirement for two ISCO Brand or equivalent active storm water runoff monitoring and sampling units and accessories. Two complete systems with one additional flume must meet the following specifications: Must be self-contained programmable sampler (2 complete systems required). Must be capable of monitoring and logging periodic flow and sampling when flow reaches a designated rate/volume. Must include all software and hardware required for transfer of monitoring data from the unit in the field to a pc for analysis. Must have grab sample capabilities Must include flow measurement flume/weir for installation into drainage ditch (3 total flume/weirs are required). Must be capable of monitoring and logging rainfall. Must have battery power. Must have solar panels for recharging of batteries. Must have portable battery charger powered by 120 VAC. Must have protective enclosure for entire sampler and battery. Must include 56 glass sample bottles. Must include all tubing and fittings required for field installation. Delivery is required no later than 30 days following award of contract and should be priced as FOB destination to 17571 Highway 79, Middletown, IA 52638. All interested firms must be registered in the System for Award Management. The Government will evaluate offers on lowest price technically acceptable and will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer meets the specifications herein. FAR Provision 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. Offerors shall submit technical data on the items quoted. FAR Provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Award will be made to the responsible offeror whose quote is determined to be Lowest Price Technically Acceptable. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
